NOAA computed those numbers for Kissimmee's own Census point. At the same spot, Atlas 14 gives the 100-year, five-minute rate as 11.9 inches an hour and the 100-year, one-hour rate as 3.83. Over a full day, a 10-year storm drops 6.53 inches here and a 100-year storm 11.
Summer is when the intensity arrives. The Kissimmee 2 station's 1991-2020 normals put 24.77 inches, 47% of the year's rain, in June, July and August, the months when gutters overflow at the corners if they were sized for an average shower.
Ian's flooding in Good Samaritan Village and near Mill Slough came from rising water, which no gutter controls, in a city where water covers 3.2% of the area. A gutter's job is narrower: carry roof water past the foundation and out into the yard.

The 6-inch eave rule and Kissimmee's pollen season
Florida's residential code requires gutters with downspouts wherever eaves project less than 6 inches, apart from gable rakes and a roof that drains onto another roof (R318.5). Each downspout then has to empty at least a foot clear of the wall, whether through a buried pipe, an extension or a splash block. Gutters and leaders themselves must be metal or approved plastic, joined and fastened with corrosion-resistant hardware of a compatible material (R903.4.2).
UF/IFAS puts Florida's pollen season from January to June, peaking in March and April, with oaks and pines among the heaviest producers. One Florida insurer advises cleaning gutters at least twice a year, spring and fall, and more often under overhanging trees, so late spring is when Kissimmee downspouts most need clearing before the June storms.

What size gutters does a Kissimmee house need?
It depends on three numbers: the roof area draining to each run, the roof's pitch and the rain rate the gutter is sized for. NOAA Atlas 14 puts Kissimmee's 10-year, five-minute rate at 8.81 inches an hour. Gutter tables turn rain into flow with one constant: 96.15 square feet of roof under 1 inch an hour makes a gallon a minute. Are gutters required on Kissimmee houses?

More than most people guess. At Kissimmee's Census point, NOAA Atlas 14 gives 6.53 inches of rain in 24 hours for a 10-year storm and 11 inches for a 100-year storm. The sizing tables' constant works out to about 0.62 gallons for each inch of rain on each square foot of roof. By that arithmetic a 2,000-square-foot roof sheds roughly 8,150 gallons in a 10-year day of rain and close to 13,700 in a 100-year day, and every downspout carrying it must empty at least a foot from the wall.
