Only 0.5 percent of Celebration's total area is water, so storm damage here usually comes from wind and rain on the roof, not from lakes. Osceola County's recent storms point to the same weak spots: flashing, vents, ridge and shingles. Here is where roofs fail and when repair is enough.

Storm damage

Where Celebration roofs fail in a storm

Hurricane Irma in 2017 left 3,934 structures in Osceola County with minor damage and 95 with major damage, and Milton in 2024 brought gusts of 55 to 65 mph. Wind at those speeds rarely tears off a whole roof. It lifts the edges of the covering and the parts that sit above it.

FEMA's field teams found that damaged roof covering was a primary source of water getting in. Lost ridge vents are another entry point, because they leave large openings in the deck. The ceilings in FEMA's example house collapsed even though the roof had lost nothing more than ridge shingles and ridge vent.

  • Flashing at wall and roof meetings, changes of slope, and pipe or vent openings, where the code requires it and where leaks tend to start.
  • Shingles running along the ridge, plus the ridge vents themselves.
  • FEMA says soffits have performed poorly in hurricanes.
  • Cracked, curled or missing shingle tabs and exposed felt.

Repair versus replace

Repair or replace: the 25 percent rule

The median Celebration home was built in 2004, so many roofs here were put on after the 2007 Florida Building Code took effect on March 1, 2009. We cannot tell a roof's age from that number. Check your roof's own permit record.

The rule caps patching at 25 percent of a roof or roof section in any 12 months. The exception: if that roof was built, repaired or replaced to the 2007 code or later, only the repaired part must meet current code. Local governments cannot amend that exception, because Fla. Stat. 553.844(5) prohibits it.

Because Celebration is an unincorporated community, roof permits come from the Osceola County Building Office. A small repair may be treated as ordinary minor work, but the building official decides. Ask the county office before work starts.

What to do safely after a storm

Stay off the roof. Check ceilings and the attic from inside for stains, wet insulation or daylight. Photograph what you find, and cover openings only from the ground or a ladder you can use safely.

On insurance, ask your insurer or agent what your policy covers. A notice of loss must reach the insurer within 1 year of the date of loss, and a supplemental claim within 18 months. Roofers in Florida are barred by law from giving advice on coverage.

What is the 25% roof rule in Florida?

Florida's building code limits repairs to 25 percent of a roof or roof section in any 12 months. Once the damage passes that point, the whole roof section has to be replaced. Under the exception, a roof built, repaired or replaced to the 2007 Florida Building Code or later only needs the repaired portion to meet current code. In Celebration, the Osceola County Building Office is the permit authority.

Does a small roof repair in Celebration need a permit?

It depends on the building official. Florida's code allows ordinary minor repairs with the official's approval and no permit, but that call is local. Where do Celebration roofs usually leak after a storm?

Most leaks start at flashing, vents, the ridge, or missing shingles, not in the middle of a roof. After Hurricane Irma, Osceola County counted 3,934 structures with minor damage. FEMA notes that lost ridge vents expose large openings in the deck, and leaks follow the places where code requires flashing.

Can my insurer make me replace a roof because of its age?

Not by age alone. When your roof is 15 years or older, your insurer must allow an authorized inspector to check it, with the cost falling on you. If the inspection shows 5 or more years of useful life left, the insurer may not refuse or non-renew coverage solely because of the roof's age. The median year homes were built in this area is 2004, so many local roofs are now reaching that 15 year mark and this rule comes up often.
