New construction roofing in Eatonville, FL
About 14.2 percent of homes in Eatonville were built in 2010 or later, according to the 2020-2024 American Community Survey. That share is small, so most roofs here are older, but any new home or new roof you build now falls under the newest code. Roof permits in Eatonville go through the Town's Planning, Zoning, and Building Department.

Our workCode and timing
Which code edition your Eatonville roof permit must follow
The Eighth Edition of the Florida Building Code, effective December 31, 2023, governs roofs filed in Eatonville today. The Ninth (2026) Edition takes effect December 31, 2026. A permit filed on or after that date must follow the new edition, so check the filing date against that line before you submit.
Permits also expire if work stalls. A permit becomes invalid unless work starts within 6 months of issuance, or if work is suspended or abandoned for 6 months. Plan the roof so the crew can keep moving through the framing and dry-in stages.
Dry-in and inspections
Sequence of decking, underlayment, and inspections when installing a new roof
Before the roof covering goes on, the code requires the sheathing to be fastened with ring shank nails. Roof sheathing uses ASTM F1667 RSRS-03 nails, and RSRS-01 or RSRS-04 are allowed where the sheathing is 15/32 inch or thinner. Shingle, metal and similar roofs also need one of three dry-in methods over the deck, such as a self-adhering polymer-modified bitumen underlayment covering the entire deck.
- Framing inspection once the roof, framing, fireblocking and bracing are in place.
- Sheathing inspection, either with the dry-in or separately once all sheathing and fasteners are complete.
- Inspection that checks the dry-in stage, insulation, roofing materials, and flashing.
- Final inspection.
Shingle roofs need drip edge at the eaves and gables, fastened no more than 12 inches on center. Where the mean roof height exceeds 33 feet, the spacing tightens to 4 inches. Confirm the mean roof height with the building office before ordering materials.
Products and contractors
Which products are approved, and which installers are permitted to do the work
Roofing is a mandatory category for statewide product approval under Florida Statute 553.842. A product cannot be advertised as wind-borne debris protection unless it is approved. Check the Florida Building Commission product approval search by FL number before the materials are picked, and keep the approval number with the permit.
Florida law sets who may install each roof type. A general contractor may install asphalt or fiberglass shingles itself only on a new building of its own construction. Roofs in other materials must go to a roofing contractor certified or registered by the state.
Questions
New construction roofing in Eatonville: questions
Does a new roof in Eatonville need a permit?
Yes. Permit applications for roofing go through the Town of Eatonville Planning, Zoning, and Building Department, which checks the official page for current roof permit requirements. Confirm the submittal rules with that office before work starts, because the code edition in force on the submission date controls which requirements apply. With 14.2 percent of Eatonville homes built in 2010 or later, most roofs you will touch are older.

Which code applies if I submit a permit after December 31, 2026?
The Ninth (2026) Edition of the Florida Building Code applies to permit applications and plans submitted on or after December 31, 2026. Filings made prior to that date remain governed by the Eighth Edition, in effect since December 31, 2023. The Eatonville building office can confirm how the change applies to a specific project, including homes in the town where 1970 is the median build year.

How long do I have to start work on a permitted roof?
Work must begin within 6 months of issuance, and a permit lapses if work is paused or dropped for 6 months. Once 180 days pass from the filing date without a good-faith effort, the application is treated as abandoned. The Eatonville building office handles these clocks for Orange County work, so ask about extensions early if the schedule slips.

Is a new home in Eatonville covered for roof defects?
Under Florida Statute 553.837, a builder must cover a newly built home for one year against equipment, material or workmanship defects that result in a material breach of the Florida Building Code. Coverage does not extend to ordinary aging, settling, damage the owner causes, or natural disasters. Ask your builder for the written terms, especially since 14.2 percent of Eatonville homes were built in 2010 or later.
