New construction roofing in Alafaya, FL
Only 12 percent of homes in Alafaya were built in 2010 or later, which is well below the countywide share of 19.3 percent. That means most roofs you will see here are older work, and new construction is a smaller slice of the local market than the county as a whole. If you are building or replacing a roof on a new home, the rules that apply are set by the Florida Building Code and the Orange County permit office, and they change on a schedule you should know.
Updated October 2026

Code and timing
Which code edition your new roof permit will face
The Eighth Edition of the Florida Building Code, dated 2023, went into force at the very end of that year. The Ninth Edition is scheduled to replace it on December 31, 2026. Any plans filed in Alafaya on or after that date answer to the newer edition, so your filing date decides which rules govern the roof.
Homes in Alafaya that were built under the Florida Building Code date back only to March 1, 2002, which is when the code's first edition took effect. Any roof work tied to a home built before that date falls under the older Standard Building Code, so the age of the house matters when you plan a re-roof.
- Plans filed before December 31, 2026 fall under the Eighth Edition.
- Plans filed on or after that date fall under the Ninth Edition.
- Confirm the edition with the Orange County Division of Building Safety before you file.
What inspectors check
Deck nailing, underlayment and drip edge on a new roof
Roof sheathing must be fastened with ring shank nails of a specified size and type. Inspectors check this during the sheathing stage, which can be done as part of a dry-in inspection or separately once all roof and wall sheathing and fasteners are complete.
For shingle, metal and similar roofs, the code gives three dry-in options. You can cover the deck with a self-adhering membrane, tape the joints with a membrane strip and add an approved underlayment, or lay two layers of approved felt fastened at set spacing. Drip edge at eaves and gables is nailed closer together in areas with higher design wind speeds.
Sequence and permits
Timing the roof crew against the build and its inspections
Inspections follow a fixed order. Framing is checked after the roof, all framing, fireblocking and bracing are in place. The roofing inspection covers dry-in, insulation, roof coverings and flashing, and it comes before the final.
A roof permit becomes invalid if work does not start within 6 months of issuance, or if work stops for 6 months. An Alafaya job stays in good standing only while an inspection passes at least every 180 days, so schedule the roof crew before that window closes.
Roofing is a statewide product approval category, so the roof product must carry a Florida approval number. You can check the number in the state product approval search before materials arrive. Miami-Dade notices of acceptance are not automatically valid for Orange County jobs.
Questions
New construction roofing in Alafaya: questions
Who issues a roofing permit for a new home in Alafaya?
Permits for Alafaya, an unincorporated census-designated place, are issued by the Orange County Division of Building Safety. All new permit applications and inspection requests go online through the Fast Track portal. The division enforces the Florida Building Code and Orange County construction regulations, so file there rather than with a city office.

Do I need a Notice of Commencement for new roof work?
The Florida Building Code requires the permit card to warn that failing to record a Notice of Commencement may mean paying twice for the improvements. In Alafaya, the county office will ask for a copy before the first inspection once the direct contract passes the set amount. Ask your contractor or the Orange County office whether your contract triggers that requirement.

Can a general contractor install a new shingle roof itself?
A general, building or residential contractor must subcontract roofing work unless it holds a roofing certificate or registration. The exception covers asphalt or fiberglass shingles on a new building the contractor is constructing itself. In Orange County, a home in Alafaya with tile or metal needs a certified or registered roofing contractor, and the Orange County office will show the permit for it.

What warranty does a builder owe on a new home roof?
Under Fla. Stat. 553.837, a builder must warrant a newly constructed home for one year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. In Alafaya, where only 12 percent of homes date from 2010 or later, most buyers of a new build will fall under this rule. Check the terms in your purchase contract with the builder.
