Roof inspections in Leisure City, FL
Only 9.8 percent of Leisure City residents are 65 or older, but the homes they live in are not young. About half were built before 1980, and by our arithmetic that leaves roughly one home in two old enough that a roof could face an insurer's 15-year question.

How old are Leisure City roofs?
The median home here was built in 1981, close to the Miami-Dade County median of 1980. Of all homes, 49.4 percent predate 1980. That suggests many original roofs have been replaced at least once, and some of those replacements are likely past 15 years too.
The area is not all old stock. Newer construction is 20.2 percent of units, built in 2010 or later, against 11.4 percent countywide. Roofs on those homes are under the 15-year line, where state law bars an insurer from dropping a policy over roof age alone.
Mobile homes are 6 percent of units here. Senate staff note that the 15-year roof rule does not apply to mobile home policies, so check with your insurer or agent about yours.
Insurer rules
Roof questions from insurers in Leisure City
Once a roof reaches 15 years, Florida law lets you hire an inspector at your own cost before the insurer demands a new roof. A finding of 5 or more years of useful life stops a refusal or non-renewal based only on age. Your insurer decides which inspectors it will accept.
A 4-point inspection is something Citizens requires when your home is more than 20 years old. In Leisure City, where the median home dates to 1981, that reaches a lot of houses. Its roof section lists covering, age, remaining life, last permit date and condition. Shingle roofs older than 25 years need proof of five years of life left.
Your own policy sets what is covered, so check with your insurer or agent. South Fork Roofing cannot advise on coverage, and Florida law bars roofers from doing so unless they are public adjusters.
Timing
When to order a roof inspection
Good moments to call: before you buy or sell, after your insurer mails a roof-age letter, and following a hurricane warning. In 2017, Hurricane Irma caused major damage to about 1,000 homes in Miami-Dade.
A roofer's inspection covers what the forms ask: covering, age, remaining life, permit history, leaks and damage such as curling, granule loss, loose tabs and soft decking. Only 43.6 percent of occupied homes here are owner-occupied, so tenants should send the findings to the landlord.
Roof permits in this unincorporated area come from Miami-Dade County Regulatory and Economic Resources. Confirm permit history with that office. Miami-Dade sits in the High Velocity Hurricane Zone, so repairs here follow its stricter provisions.
Questions
Roof inspections in Leisure City: questions
How old can a roof be before my insurer can act in Leisure City?
State law bars an insurer from refusing a policy solely over a roof younger than 15 years. At 15 years or older, you can order an inspection from an authorized inspector at your expense. A finding of 5 or more years of useful life stops a refusal or non-renewal based only on age. About 49.4 percent of homes here were built before 1980.

What does the roof section of the 4-point form record?
It records the covering material, roof age, remaining useful life, date of the last roofing permit, full or partial replacement, overall condition and a damage list. Citizens requires the 4-point inspection for properties more than 20 years old, and the median Leisure City home dates to 1981.

Does the 15-year rule cover my mobile home?
The 15-year roof rule is in Fla. Stat. 627.7011(5), and nothing in the ground rules I can rely on says it applies differently to a mobile home, so ask your insurer how it treats your policy. When your roof has reached 15 years of age or more, your insurer has to let an authorized inspector examine it, and you cover the cost. If the inspection finds 5 or more years of useful life remaining, age alone cannot be the reason the insurer refuses coverage or declines to renew. In Leisure City the median year homes were built is 1981, so many roofs here may reach that 15-year mark.
