If you skip it, the code's permit-card warning says you may end up paying twice for the improvements. Separately, a permit lapses if work does not begin within 6 months of issuance, or if the job stops for 6 months.
Before a new covering goes on, the deck has to be sound. Under the HVHZ reroofing section, a new system may not go over sheathing that is poorly fastened, water soaked or deteriorated. Roofing work includes the required deck attachments and any sheathing repair found during the job.
