Where roofs fail in Manatee County storms

Hurricane Ian in 2022 pushed the Peace, Myakka and Alafia rivers to record levels, and Manatee County was among the counties with significant flooding. Hermine in 2016 dropped more than 10 inches of rain at county sites. Rain is the repeat problem, so a roof that leaks is often one with a failed edge or opening.

FEMA field teams have named roof covering damage from wind as a primary source of water intrusion. Leaks tend to follow flashing. The code requires it at wall and roof intersections, changes of slope, and roof openings such as vent pipes and chimneys.

Ridges deserve a close look. FEMA found that losing a ridge vent can open a large hole in the roof deck, and in one example house the ceilings collapsed even though the only visible damage was lost ridge shingles and vent. Soffits also have a poor record in hurricanes, so check them from the ground.

With a median build year of 1973 and 93 percent of homes built before 2000, many roofs here are likely older than the original materials were meant to last. That suggests worn shingle tabs, dried sealant and tired flashing are common causes. Houses from this period often have the older 1950s and 1960s layout of flat or low-slope sections, which hold water longer.

Florida code

Repair or replace: the 25 percent rule

Florida code allows no more than 25 percent of a roof, or of one roof section, to be repaired, replaced or recovered in any 12-month period. Past that, the whole roof or section must be redone. A roof section is a division by flashing, a change of elevation, roof type or similar breaks.

There is one major exception. If the existing roof was built, repaired or replaced to the 2007 Florida Building Code or a later edition, only the repaired part must meet current code. A local government cannot change that exception by ordinance. Most homes here predate 2007, so confirm your roof's history with the county building office.

A repair is also not an option when the old roof is the problem. Code bars a recover and calls for a full tear-off where the roof is water soaked, has two or more existing layers, or is too deteriorated to serve as a base. In that case a repair only delays the same leak.

Do I need a permit for a small roof repair here?

It depends on the building official. Florida code says ordinary minor repairs may be made with the official's approval and without a permit.
