Roof inspections in Manatee County, FL

Mobile homes make up 13.7 percent of Manatee County's housing units, and the county's median home was built in 1991. By our arithmetic, a 1991 roof that was never replaced is now more than 30 years old. Florida's insurance rules treat 15 years as the point where an inspection can decide whether a roof stays insurable.

Roof inspection in Manatee County, in short

Why many Manatee County roofs are inspection age

Across the county, 61 percent of homes went up before 2000. A third, 33.1 percent, were built before 1980. Shingle roofs rarely last 30 years in Florida sun, so many of these homes are likely on a second or third roof, or overdue for one.

Newer homes balance the picture. About 22.4 percent of units were built in 2010 or later, and Lakewood Ranch has grown since its first neighborhood in 1995. A newer roof can still need checking after a storm. Age is not the only reason to look.

Manatee County also has a large mobile home stock at 13.7 percent of housing units, the highest of the four counties we cover. Senate staff note the 15-year roof statute does not apply to mobile home policies. Ask your insurer which roof documents it wants for your home.

The 15-year rule

What the 15-year rule and insurer forms say about roofs

Under Fla. Stat. 627.7011(5), an insurer may not refuse a policy solely because a roof is under 15 years old. Once a roof reaches 15, you can pay an authorized inspector to check it before the insurer demands a replacement. If the report shows five or more years of useful life, age alone is not grounds to refuse or non-renew.

The insurer has to accept the inspector. The statute names a licensed home inspector, a certified building code inspector, a licensed roofing or general contractor, a professional engineer or an architect, plus anyone else the insurer recognizes as qualified. Statute text dates this protection to policies issued or renewed from July 1, 2022 forward.

Citizens asks for a 4-point inspection once a property passes 20 years, which covers roughly the 61 percent of Manatee County homes built before 2000. Its roof section records the material, age, remaining life, last permit and percent replaced. For shingle older than 25 years or tile and metal older than 50, it wants proof of five more years. What your own policy covers is a question for your insurer or agent.

What a roof inspection checks

A roofer walks the slopes and photographs each one. The damage list insurers use includes cracking, curling, heavy granule loss, exposed felt, missing or loose tabs, soft decking and visible hail damage. The inspector also looks for leaks on ceilings and the underside of the deck.

  • Covering material, age and permit history
  • Remaining useful life, in years
  • Damage items and any active leaks
  • Photos of every roof slope

Wind mitigation is a different report, filed on form OIR-B1-1802. It records deck attachment, roof-to-wall connections, roof shape and any sealed roof deck. Much of that is in the attic. The form stays valid for up to five years if nothing material changes.

Timing

When to order a roof inspection here

Order one before buying or selling an older home, or when an insurer's letter questions your roof's age. After a storm, check the roof too. Manatee County has seen Hurricane Irma in 2017, Ian in 2022 and Debby in 2024, and the county gets 49.05 inches of rain in a normal year.

Mind the claim clock. A new or reopened property claim is barred unless notice reaches the insurer within one year of the loss, and a supplemental claim within 18 months. Florida law also bars a roofer from offering anything of value for an inspection or from advising you on coverage. Talk to your insurer about claims.

For permit history on a roof in unincorporated Manatee County, contact the county's Building Division. Bradenton Beach keeps its own records, and its whole city is in a flood zone. Confirm with the right office which one holds your address.

At what age does my Manatee County roof need an inspection?

Florida's rule starts at 15 years. An insurer may not refuse your policy solely for roof age under 15 years. If your roof is 15 years old or more, an authorized inspector can examine it, with the cost falling on you. With a median build year of 1991 in Manatee County, many original roofs are past that line. Your insurer or agent can tell you what it requires.

What does the roof section of the 4-point form record?

It records covering material, roof age, remaining useful life, date of the last roofing permit, full or partial replacement with the percent replaced, overall condition and a damage list. With photos of each slope, it can replace the separate Roof Inspection Form. Citizens asks for this on properties over 20 years old, and about 33.1 percent of Manatee County homes date from before 1980.

Is a wind mitigation inspection the same as a roof inspection?

No. The wind mitigation form, OIR-B1-1802, records deck attachment, roof-to-wall connections, roof geometry and any sealed roof deck. A roof inspection reports condition and remaining life. The wind form is valid up to five years if nothing material changes. Many of its items sit in the attic of a Manatee County home.
