Where Anna Maria roofs fail in a storm

Wind-damaged roof covering is a primary path for water into a house, according to FEMA field teams. Leaks tend to start at flashing: wall and roof joints, changes of slope, and openings such as vent pipes and chimneys. Anna Maria sits on the northern end of Anna Maria Island, so Gulf wind and rain reach these joints with little to slow them.

Ridge vents deserve a look. FEMA notes that losing one exposes a large opening in the deck, and in its example house ceilings collapsed though only ridge shingles and the vent were gone. Soffits fail the same way. Water that enters there soaks insulation and walls, which can lead to mold.

Peak storm activity arrives near September 10, within a hurricane season that spans June 1 through November 30. Manatee County also saw 1 to 2 feet of inundation along the west coast in Irma in 2017. Check the ridge, the flashing and the soffits after any named storm, not only after a direct hit.

Repair versus replace

When to patch and when to replace under the 25% rule

Under Florida's building code, no more than 25 percent of a roof or roof section may be patched during any 12-month period. Once repairs exceed that limit, the entire roof section has to be replaced or recovered. The exception covers a roof only when it was built, repaired or replaced to meet the 2007 Florida Building Code or a later edition, and that 2007 code became effective on March 1, 2009. When that applies, only the section you are repairing has to meet current code.

Many Anna Maria roofs are likely to fall under the main rule rather than the exception. Of the town's homes, 87.4 percent were built before 2000, and that suggests many have older roofs. If you do not know when yours was last replaced, find the permit record before you plan a repair. The building department can tell you what is on file.

Florida code lets the building official approve ordinary minor repairs without one, so whether a small roof repair needs a permit is that official's decision. Ask the City of Anna Maria Building Department before work starts. Neighboring Bradenton Beach, for comparison, may require a FEMA 50 percent substantial damage assessment and accepts roofing affidavits after Helene.

  • Stay off a wet or damaged roof. Look from the ground.
  • Photograph missing shingles, exposed felt, loose flashing and any ceiling stains before anything is moved.
  • Check the attic for visible leaks and wet decking.
  • Cover openings only from a safe position, and keep receipts.

What is the new law in Florida about roofs?

Two rules matter most to Anna Maria owners. If your roof is 15 years old or more, your insurer has to allow an authorized inspector to examine it, paid for by you.
