Eighteen percent of Tampa's homes were built in 2010 or later, and the Census Bureau's five-year survey now estimates 401,618 residents, up from 384,959 counted in 2020. A Tampa house permitted today gets its roof under the 2023 Florida Building Code; applications submitted on or after December 31, 2026 move to the Ninth Edition.

From framing check to final: a new Tampa roof's inspections

The code lists the inspections in order (FBC-B 110.3): framing once the roof framing, trusses and connectors are in; sheathing, either with the dry-in or on its own visit once all roof and wall sheathing is fastened; then roofing, which covers the dry-in, insulation, coverings and flashing; then final. Inside city limits they are scheduled through the City of Tampa's Construction Services.

Sheathing goes down with RSRS-03 ring-shank nails, 2-1/2 inches by 0.131 inch, and the spacing tightens from 6 inches toward 4 or 3 inches as design wind speed and exposure rise, within 4 feet of edges, ridges and hips (R803.2.3.1). The dry-in is one of three code methods: full-deck self-adhered membrane, sealed deck joints under an underlayment, or two lapped layers of felt-type underlayment (R905.1.1.1).

Shingle roofs get drip edge at eaves and gables, fastened at most 12 inches apart, tightened to 4 inches where the allowable stress design wind speed is 110 mph or more or the roof is over 33 feet tall (R905.2.8.5). Every roofing product needs Florida product approval (Fla. Stat. 553.842).

Who roofs a new Tampa house, and what the builder owes

Since July 1, 2025, Fla. Stat. 553.837 has required a builder to warrant a newly built home for 1 year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. The statute carves out normal wear and tear, settling, defects the owner caused, and acts of God like a natural disaster.

Two more details. Gutters with downspouts are required where eaves project less than 6 inches, and the downspouts must discharge at least a foot from the wall (R318.5). Soffits have had to resist the same wind loads as walls since the 2007 code, and FEMA's practice is to fasten them at both the wall and the fascia.

Which code edition will a new Tampa home be built under?

The one in force when the permit application goes in. The 2023 Florida Building Code, Eighth Edition, took effect December 31, 2023, and the Ninth Edition takes over for all permit applications and plans submitted on or after December 31, 2026. A Tampa house whose application reaches Construction Services in late 2026 can land on either side of that date, so ask your builder which edition the roof will be inspected under.

Can a Tampa builder use a private inspector for the roof?

Yes. Under Fla. Stat. 553.791(2)(a), the fee owner of a building, or the owner's contractor with explicit written authorization, may choose a private provider at any time for plan review or building code inspections. The statute defines a private provider as a licensed building code administrator, engineer or architect. The City of Tampa's Construction Services still issues the permit, and the provider's inspections follow the same code list: sheathing at dry-in, then roofing, then final.

How much new housing is going up in Tampa?

A fair amount for a city this old. The Census Bureau's 2020-2024 survey counts 182,425 housing units in Tampa, and 18 percent of them were built in 2010 or later, close to the county's 18.6 percent. Population moved from 384,959 in the 2020 Census to a survey estimate of 401,618, with a margin of error of 89. The city still holds 44.5 percent of its homes from before 1980, so new roofs and old decks sit a few streets apart.
