Roof inspections in Tampa, FL

About two Tampa homes in three, 65.7 percent, were built before 2000, so most are far past the 20-year mark at which Citizens, the state-backed insurer, requires a 4-point inspection. Add Florida's 15-year roof rule and the wind mitigation form, and a roof inspection in Tampa is mostly about what your insurer will ask to see.

What insurers ask about Tampa roofs

Under Florida's 15-year rule, an insurer may not refuse to write or renew a homeowner's policy solely because the roof is under 15 years old. Past 15, it must let you have an authorized inspector check the roof at your expense, and a finding of 5 or more years of useful life bars a refusal based on age alone (Fla. Stat. 627.7011(5)). Senate staff note the rule skips mobile home policies, 1.2 percent of Tampa's housing against 6.5 percent countywide.

Citizens adds its own lines. A 4-point inspection covers electrical, plumbing, heating and cooling and the roof for property more than 20 years old, and a shingle roof past 25 years, or a tile or metal roof past 50, needs documents showing at least five years of useful life left. The roof section of the form records the covering, its age, the last roofing permit, any partial replacement, the overall condition and a list of damage.

Wind mitigation

Wind mitigation forms on Tampa's older and multi-unit roofs

The state's wind mitigation form, OIR-B1-1802 (Rev. 04/26), stays valid for up to five years if nothing material changes on the house. Its first question is the building code era, with boxes for the 2001 and 2004 codes and for 2007 and later. A house built around 1985, Tampa's median year, fits neither, so its credits ride on the roof items: deck attachment, roof-to-wall connections, roof shape and a sealed roof deck. The wind region comes from the design speed ASCE's hazard tool returns for your address, a real variable in a city bordering both Tampa Bay and Old Tampa Bay.

Condo and apartment owners should know one quirk. On this form, Flat roof means a building with five or more units whose main roof is at least 90 percent under 2:12; a single-family home with a flat roof is graded Other. With 34.1 percent of Tampa's units in buildings of five or more, both answers come up often.

Will my Tampa home need a 4-point inspection?

If Citizens insures it and the house is more than 20 years old, yes: Citizens requires one on owner, dwelling and mobile home applications for those properties. That takes in the 65.7 percent of Tampa homes built before 2000 and many built since. Other carriers write their own inspection rules, and your agent can say which apply. The roof section asks for the covering, age, remaining useful life, last permit date and condition, and with photos of every slope it can stand in for Citizens' separate roof form.

Does a wind mitigation inspection lower insurance on a Tampa house?

It can, but only within limits the state sets. Insurers must offer discounts, credits or deductible reductions for features shown to cut windstorm loss, including roof strength, roof covering performance and roof-to-wall strength, and since October 1, 2023 each insurer must describe its hurricane mitigation discounts on its website. The state's notice adds that the credits apply only to the hurricane-wind portion and are not cumulative. On a 1985 Tampa house, deck nailing and a sealed deck are the items most likely to move.

Can My Safe Florida Home help with a Tampa roof?

Possibly, for some houses. The program, created by Fla. Stat. 215.5586, offers inspections for site-built, owner-occupied single-family homes with a homestead exemption, and its matching grants, with a value cap, a pre-2008 build date and other conditions, can go toward roof-to-wall connections, deck attachment, secondary water resistance and a new roof covering. In Tampa, 50.3 percent of units are single-family detached and owners occupy 50.3 percent of homes, so check eligibility with the program itself. The statute says it creates no entitlement.
