New construction roofing in East Lake-Orient Park, FL

Only 8 percent of homes in East Lake-Orient Park were built in 2010 or later. That leaves most of the area's roofs far older than the new builds, so a roof job here is usually a replacement, not a first install. Permits for both still go through the Hillsborough County building office.

New builds

What new roof work looks like on a new build here

A new roof on a new home goes through a fixed inspection order. The framing inspection comes after the roof, framing and bracing are in place. Sheathing is checked next, and a dry-in inspection follows before the roof covering goes on. Ask your builder which inspection is scheduled before shingles or tile are ordered.

Ring shank nails of a specified type are the required fastener for roof decking. The code names RSRS-03 nails for most sheathing and allows RSRS-01 or RSRS-04 where sheathing is 15/32 inch or thinner. Your roofer should be able to show the nail type on the job before the inspector arrives.

Before the field covering goes on, the code requires one of three dry-in methods. One is a full deck of self-adhering membrane. Another is membrane strips over every deck joint with an approved underlayment on top. The third is two layers of felt-type underlayment, nailed on set spacing. Confirm which method your roof uses.

  • Gutters with downspouts are required when eaves project less than 6 inches, with downspouts discharging at least 1 foot from the wall.
  • Drip edge at eaves and gables is fastened at 12 inches on center, or 4 inches where wind speeds or roof height are higher.

Permits and rules

Permits, product approval and code edition for new roofs

Roof permits here are issued by the Hillsborough County building office, since East Lake-Orient Park is unincorporated. Permit applications and plans submitted on or after December 31, 2026 fall under the Ninth Edition of the Florida Building Code. A roof permitted before that date stays under the Eighth Edition.

Roofing is a statewide product approval category, so the materials you choose must carry an approval number. You can look up that number in the Florida Building Commission product approval search by FL number or manufacturer. Ask the roofer for the number and check it yourself.

Questions

New construction roofing in East Lake-Orient Park: questions

What is the new law in Florida about roofs?

Florida now requires builders of new homes to warrant the home for one year against code-violating defects in materials and workmanship. The rule took effect July 1, 2025 under Fla. Stat. 553.837. It excludes normal wear and tear, settling and natural disasters. Many homes in the state were built well before this rule, as the median year homes were built in the area is 1983 according to American Community Survey estimates, so older roofs fall under different standards. For questions about your own warranty terms, contact your builder or an attorney.

Can a private provider inspect my new roof here?

Yes, the fee owner or the owner's contractor with written authorization may choose a private provider for plan review or code inspection. A private provider must be a licensed building code administrator, engineer or architect under Fla. Stat. 553.791. Many homes in this area were built around 1983, so older roofs may have code history worth reviewing before a replacement begins. The county still issues the permit, and the private provider's reports are submitted to the county for that process.
