For site-built houses on homeowner policies, section 627.7011 sets the frame. Under 15 years, a roof's age alone cannot be the reason an insurer refuses to issue or renew. At 15 or older, the insurer must allow an inspection by an authorized inspector, paid by the homeowner, before requiring a replacement, and 5 or more years of remaining life keeps age from being the sole reason to drop the policy.

Brooksville's median home was built in 1982 and 44.3 percent predate 1980, so most houses in the city are past the 20-year line for Citizens' 4-point inspection. Citizens also wants documentation of at least five years of remaining life on a shingle roof older than 25 years, or a tile or metal roof older than 50.

The 4-point form's roof section records the covering, its age and remaining life, the last roofing permit date and any damage from the insurer's list: cracking, curling, granule loss, exposed felt, missing or loose pieces, soft decking and attic leaks. With 3.8 percent of the city's homes held for seasonal use, an owner who is away for the summer may not see a leak until that form is filled out.

The state's wind mitigation form, OIR-B1-1802 (Rev. 04/26), stays valid for up to five years if nothing material changes. It grades roof deck attachment by nail size and spacing, from staples or 6d nails up to 8d nails at 6 inches, and it asks about a sealed roof deck, which standard underlayment or hot-mopped felt does not satisfy.

My Safe Florida Home, the state program run by the Department of Financial Services, limits its inspections to site-built, owner-occupied single-family homes with a homestead exemption, and its grants carry a pre-2008 build-date condition among others. Mobile homes fall outside it, and 62.7 percent of Brooksville's occupied homes are owner-occupied. The statute says the program does not create an entitlement.

What does a wind mitigation inspection check on a Brooksville house?
