Where the roof eave projects less than 6 inches, the Florida Building Code requires gutters with downspouts. The code exempts gable end rakes and a roof that sits above another roof. Each downspout must end at least 1 foot from the sidewall, using buried pipe, a tail extension or a splash block.
The rule sits in a termite-protection section, so it protects the slab and walls too. On a Sugarmill Woods lot platted in 1972, the water you send away from the wall should not run toward a neighbor's lot line.
Materials are covered as well. Gutters and leaders must be metal or approved plastic, with lapped, soldered or caulked joints, fastened with corrosion-resistant fasteners. Replacing a roof in the county brings an inspection, so confirm with the Building Division whether gutter work falls under your permit.

Many have low eaves and little ground slope, so a splash block may leave water pooling at the skirting. Run the discharge past the 1 foot minimum toward a lower edge of the lot.

How often should I clean gutters near oaks and pines?
Plan on two cleanings a year at the least, and add more if a heavy canopy hangs over the roof. A sensible schedule is late April or May after the oak leaf drop, again before June, and after the pine needle peak. Insurer guidance also says to clean more often with overhanging trees or frequent storms. Hurricane Irma put 8.20 inches on Inverness Pool, so clear runs before the storm season.

Do I need a permit to replace gutters in Citrus County?
Gutter-only work is not clearly covered by the available information, so confirm the requirements with the Building Division. Re-roof permits in the county require product-approval documents and inspection photos. Are gutter guards worth it with my oak trees?
They help, but they do not end maintenance. Consumer testing found fine-mesh screens outperformed larger-hole screens, yet even the top-scoring screen was only middling in a severe downpour. Brushing was still needed in high-pollen areas.
