Roof replacement in Homosassa Springs, FL

The median home in Homosassa Springs was built in 1988, and 76.5 percent of homes here went up before 2000. Many original roofs are likely well beyond their expected life, going by that. A re-roof here needs a Citrus County permit, two inspections and a full-roof decision under the 25 percent rule.

Housing age

What the age of local homes means for your roof

Only 10 percent of homes here were built in 2010 or later, so few roofs began life under recent code. A median year built describes homes, not roofs. Still, with 86.3 percent of occupied homes owner-occupied, most of these roofs belong to people who will pay for the replacement themselves.

Insurance adds a second clock. Once a roof reaches 15 years, your insurer must let you hire an authorized inspector at your own expense. It may not refuse or non-renew you for age alone if the inspector finds 5 or more years of useful life left. Citizens asks for that same five-year proof on shingle roofs older than 25 years.

Mobile homes are 52.8 percent of housing units in Homosassa Springs. Those homes follow the HUD code, not the Florida Building Code, so ask the building office which rules cover your roof before you plan the work.

Permit and inspections

What the Citrus County permit requires

Outside Inverness and Crystal River, which run their own permitting, the Citrus County Building Division issues your roof permit. Homosassa Springs is unincorporated, so the county is your office. Confirm with them before you sign anything.

The county asks for the installation documents for your underlayment and roof covering, plus a Notice of Commencement where it applies. After the sheathing, fastener and roofing inspection, an inspection affidavit must be signed and notarized. Photos of drip edge, flashing, underlayment fasteners, penetrations, the shingle nail pattern and every roof plane go in as PDFs through the contractor portal.

Florida rules also set permit clocks. Your permit becomes invalid when work fails to begin within 6 months or halts for a stretch of 6 months. An approved inspection within the past 180 days is what makes work count as active.

Repair or replace

The 25 percent rule and your whole roof

No more than 25 percent of a roof or roof section may be repaired or replaced in any 12-month period unless the whole roof or section is redone. A roof qualifies for the exception only if it was itself built, repaired or replaced under the 2007 Florida Building Code or a later edition. On such a roof, current code applies only to the section being repaired.

A permit applied for on or after December 31, 2026 must follow the Ninth Edition. If your application lands near that date, ask the Building Division which edition applies.

Questions

Roof replacement in Homosassa Springs: questions

Who issues a roof permit in Homosassa Springs?

The Citrus County Building Division handles roof permits in Homosassa Springs, since it is not a city with its own office. Within city limits, Inverness and Crystal River handle their own permitting. The county requires product-approval installation documents, a Notice of Commencement where applicable, and photos uploaded through the contractor portal. Owner-builder permits get in-person inspections. Call the Building Division to confirm your address and current forms before work begins.

Is my 1988 home's roof due for replacement?

The median home here was built in 1988, so many original roofs are likely past 25 years. Age alone does not decide it. After 15 years, your insurer must let you have an authorized inspector check the roof at your expense. An insurer may not refuse coverage or non-renew based on age alone when the inspector finds 5 or more years of useful life remaining. Your insurer or agent can tell you how that rule applies to your own policy.

What is the 25% roof rule in Florida?

Florida's building code bars repairing or replacing more than 25 percent of a roof section in a 12-month period unless the whole section is replaced. The exception is a roof built, repaired or replaced under the 2007 Florida Building Code or later, where only the repaired part must meet current code. Since 76.5 percent of Homosassa Springs homes predate 2000, ask the Citrus County Building Division which side of the rule your roof falls on.

Do mobile homes in Homosassa Springs follow the same roof rules?

Not always. Mobile homes are 52.8 percent of housing units here, and manufactured homes follow the HUD code rather than the Florida Building Code. The code's March 1, 2002 line does not apply to their roofs. Before you plan a replacement, ask the Citrus County Building Division which rules and permit steps cover your home.
