In Homosassa Springs, the Citrus County Building Division handles permitting and inspection. Only Inverness and Crystal River run their own permit offices inside city limits, so an address in Homosassa Springs normally goes to the county.

The county's re-roof paperwork asks for the product-approval installation documents for the underlayment and the roof covering. You also upload inspection photos as PDFs through the contractor portal and file a notarized inspection affidavit after the sheathing and fastener inspection. Ask any bidder to show they will file all of it.

The High-Velocity Hurricane Zone rules cover only Miami-Dade and Broward. Citrus County follows the standard Florida Building Code, so a Miami-Dade Notice of Acceptance is not what your permit file is built on. Any permit application filed on or after December 31, 2026 is governed by the Ninth Edition.

Drainage on low-slope roofs and how the 25 percent rule affects them

A minimum slope of one-fourth unit in 12 is required for any new built-up, modified bitumen or single-ply roof. Where drains are required, secondary drains or scuppers must be provided if the parapet could trap water. In a county where Hurricane Hermine in 2016 left 5.46 inches of rain at one Crystal River gauge, ask where the overflow path goes.

Commercial roofs are subject to the 25 percent rule as well. If you repair, replace or recover more than 25 percent of a roof section in any 12-month period, the whole section must be brought to code. The exception covers only a roof that was itself built, repaired or replaced under the 2007 code or later.

A recover over the old roof is barred where the old roof is water soaked or already carries two or more coverings. In that case the job is a tear-off to the deck.

  • The exact membrane or metal system, with the product approval number and the ASTM standard it meets.
  • How the edge metal is tested for wind, using ANSI/SPRI ES-1 or RAS 111.
  • Whether the bid replaces wet deck or insulation, or only covers it.
  • Before the first inspection, a Notice of Commencement needs to be recorded and posted.

Before signing anything, look up the contractor's license on the state lookup. A general contractor must subcontract roofing work unless he holds the roofing trade certification himself.

How much slope does a new flat roof need?

New built-up, modified bitumen, single-ply, spray foam and liquid-applied roofs need a minimum slope of one-fourth unit in 12, which is 2 percent. A roof with positive drainage clears its water within 48 hours of rain. Many commercial buildings in Citrus County are low-slope, so ask each bidder how the roof will drain and where the overflow goes.
