The Eighth Edition took effect December 31, 2023, and permit applications filed on or after December 31, 2026 fall under the Ninth Edition.
Roofing needs statewide product approval, and you can look up each product by its FL number in the Florida Building Commission search. County permits ask for the actual installation documents for the underlayment and roof covering, not a brochure. Where a Notice of Commencement applies, record it and post it before the first inspection.
Build details
A new roof starts with the deck, then the underlayment, then the drip edge
Roof sheathing on a new home is nailed with ring shank nails, 2 1/2 inches long. The dry-in then follows one of three paths: self-adhering membrane over the whole deck, tape or a strip of membrane over every joint under an approved underlayment, or two layers of felt-type underlayment with cap nails.
On shingle roofs, drip edge goes over the underlayment at eaves and gables. Nails sit no more than 12 inches apart, or 4 inches apart in higher wind zones or on tall buildings. Where eaves project less than 6 inches, the code requires gutters with downspouts, and each downspout must empty at least 1 foot away from the wall.
Inspections
Scheduling the roof with the build
Inspections follow a set order in the code: foundation first, then framing, sheathing, exterior wall coverings, roofing, and finally the final inspection. Roofing inspection covers dry-in, flashing and the roof covering. Citrus County re-roof files also use inspection photos uploaded through the contractor portal, so ask your builder how new-build photos and sign-offs will be handled.
Asphalt shingles on a new building that a general contractor built itself can be installed by that same contractor. A certified or registered roofing contractor handles any tile, metal or membrane work. Check who is doing the roofing before you sign.
After a Gulf storm such as Hurricane Helene, which put surge into at least 300 homes in Crystal River and Homosassa Springs, ask how your roof's attachment and flashing were inspected. That is your builder's and inspector's job, not yours.

County re-roof permits require the product-approval installation documents for underlayment and roof covering, and a Notice of Commencement where applicable. Can my general contractor install the shingles on my new house?
Often yes, but only for asphalt or fiberglass shingles on a new building of the contractor's own construction. Under Fla. Stat. 489.113(3), tile, metal and membrane work must go to a certified or registered roofing contractor. A general contractor also cannot advertise as a roofer without that license. For context, the median home in our area was built in 1988, so many roofs here are due for replacement and you will see plenty of contractors offering to do the work. Ask who will do the roof and how the permit lists them.
