Mobile homes make up 21.1 percent of Citrus County housing units, against 8.0 percent statewide, so many repairs here start on low-slope, lightly framed roofs. Repair is the right call when damage is local and the deck is sound. Once more than 25 percent of a roof section is touched in 12 months, the code can push you toward a full replacement.

Where Citrus County roofs fail in a storm

Irma dropped 8.20 inches of rain at Inverness Pool in 2017, and Hermine put 5.46 inches near Crystal River in 2016. Rain that heavy finds every weak seam. Leaks track the places where code requires flashing: wall and roof intersections, changes of slope, and openings such as vent pipes and chimneys.

Ridge vents deserve a look after any wind event. FEMA found houses with collapsed ceilings where the only visible damage was lost ridge shingles and ridge vent. Soffits have also performed poorly in hurricanes, and a failed soffit lets water into the attic.

Hurricane Nicole's center came ashore near Homosassa in November 2022, with a 33-knot gust at Crystal River. Winds like that lift tabs and loosen shingles without tearing off whole sections. Missing, cracked or curled tabs and exposed felt are the signs an inspector checks.

Repair or replace

Repair or replace: the 25% rule in this county

The code limits repairs to 25 percent of a roof or roof section in any 12-month period. Beyond that point, the entire roof section will need to be replaced or recovered. The exception: if the roof was built or repaired to the 2007 Florida Building Code or later, only the repaired part must meet current code.

This matters in Citrus County because the median home was built in 1990, and 68.4 percent were built before 2000. By our arithmetic, that leaves only 31.6 percent built in 2000 or later. That suggests many roofs here do not qualify for the 2007 exception, so a large patch can turn into a full re-roof.

Florida defines a repair as renewing part of a roof for maintenance. A replacement removes the covering, fixes the damaged substrate and installs a new one. Roofing contractors may also repair rotted sheathing or fascia found during the work.

Permits

Permits for roof repair in Citrus County

State code lets the building official approve ordinary minor repairs without a permit. Whether your repair counts as minor is that official's decision. Inside Inverness and Crystal River, the city runs permitting; elsewhere it is the Citrus County Building Division. The Crystal River detail was only partly confirmed, so check with the building office.

If the work becomes a re-roof, the county asks for product-approval documents and photos of drip edge, flashing, underlayment, penetrations and every roof plane. It also requires a notarized inspection affidavit after the sheathing and fastener inspection. Owner-builder permits get in-person inspections.

What to do safely after a storm

  • Stay off the roof. Photograph damage from the ground and from inside the attic.
  • Cover leaks from inside with buckets and plastic. Keep wet insulation out of living areas.
  • Look for soft spots in ceilings, stained drywall and daylight at the ridge.
  • Check Helene-type surge risk if you live near the Crystal River or Homosassa Springs; the county Building Division handles floodplain questions.

Under Florida law, roofing companies may not solicit insurance claims or give coverage advice. Check with your insurer or agent to learn exactly what your policy pays for. A new claim notice must reach the insurer within 1 year of the loss date, and a supplemental claim within 18 months.

Does a mobile home roof repair need a permit in Citrus County?

Mobile homes are 21.1 percent of Citrus County housing units, so this comes up often. State code lets the building official approve ordinary minor repairs without a permit, and that call is local. What did Hurricane Helene do to Citrus County homes?

Helene in 2024 pushed storm surge 9.0 feet above mean high water at the mouth of the Crystal River. It flooded at least 300 homes in Crystal River and Homosassa Springs. Surge damages walls and floors more than shingles, but wind and rain from the same storm can also strip roof coverings and vents.

Which storms has FEMA declared disasters in Citrus County?

Hermine (DR-4280, 2016) and Irma (DR-4337, 2017) both brought Individual Assistance and Public Assistance designations to Citrus County. Ian (DR-4673, 2022) brought Public Assistance. Each storm hit a county where 68.4 percent of homes predate 2000, so roof age is a real factor in repairs.

When is a roof too wet or old to patch?

A roof is too wet or old to patch when Florida code treats it as unable to serve as a base. Florida code bars a recover over a roof that is water soaked or deteriorated to the point it cannot serve as a base. It also bars recovering over two or more existing coverings. In those cases the roof must be torn off to the deck. Soft decking found during a repair is a sign to expect more than a patch. Many older homes in our area, where the median age is 56.9 years, show these problems, so a close inspection of the deck is worth the time.
