Roof replacement in Crystal River, FL

The median home in Crystal River was built in 1985, so the roof on most houses here is likely a replacement, and often an old one. A new roof triggers a permit, inspections and code rules you should know before you sign anything.

Home age

What a 1985 median build year says about your roof

About 82.8 percent of homes here were built before 2000, and only 6.4 percent in 2010 or later. That suggests many roofs in town are on their second covering or later, and some may be older than the 25 years Citizens uses as its line for shingle roofs.

Citizens asks for documented proof of at least five years of remaining life on a shingle roof older than 25 years. A tile or metal roof gets 50 years before that proof is needed. If your insurer raises roof age, ask what paperwork it accepts.

Owners occupy 60.5 percent of occupied homes, and mobile homes make up 10.3 percent of housing units. Hurricane Helene put storm surge into at least 300 homes in Crystal River and Homosassa Springs, so check the deck and the attic for water history before choosing a new covering.

Permit steps

Permit, two inspections and who handles them here

Inside city limits, Crystal River runs its own permitting through its Building Department. Confirm the current forms and fees with the building office before you plan a start date.

Citrus County sets the re-roof paperwork, and it asks for the actual product-approval documents for the underlayment and the roof covering. Photos of drip edge, flashing, underlayment fasteners, penetrations and the shingle nail pattern on every roof plane go in as PDFs. An inspection affidavit signed and notarized follows the sheathing, fastener and roofing inspection. Owner-builders get in-person inspections instead. Ask the city whether it applies the same list inside city limits.

If the contract is large enough, the permit office wants a recorded Notice of Commencement on the job site before the first inspection. Ask the Crystal River building office when to record it, since a missed notice can mean the owner pays for the work twice. The permit itself lapses after a 6-month stall once work begins.

Code rules

The 25% rule and what it means for an older roof

Under the Florida Building Code, you may not repair or replace more than 25 percent of a roof section in any 12-month period unless the whole section is redone to current code. An older roof built before the 2007 code usually does not qualify for the exception.

If the old roof was built or replaced to the 2007 code or a later edition, only the repaired part must meet current code. The state bars local governments from changing that exception. The code also treats roof-deck attachment and replacement of bad sheathing as part of roofing work, so deck nailing is checked during replacement.

Questions

Roof replacement in Crystal River: questions

How old is the typical roof in Crystal River?

Nobody can give you one number, but the housing data points one way. The median home here was built in 1985, and 82.8 percent were built before 2000. That suggests many roofs have already been replaced once and some are near the end of their life. Your own roof's age depends on its permit history, so ask the Crystal River building office what it has on file for your address. Citizens asks for proof of remaining life once a shingle roof passes 25 years.

Do I need to replace the whole roof or can I do part of it?

It depends on the age of your roof. The code limits repairs or replacement to 25 percent of a roof section in any 12 months unless the entire section is redone. The exception for roofs built to the 2007 code or later means only the repaired part must meet current code. With a roof from the 1980s, expect the full-section rule to apply. Confirm how the building office reads your case.

Can a general contractor replace my shingle roof in Citrus County?

Generally not by itself. Florida law requires a general, building or residential contractor to subcontract roofing work unless it holds a roofing certificate or registration. The shingle exception covers only a new building of the contractor's own construction. Check the license of whoever pulls your Citrus County permit with the state before you sign.

Does the new state building code change my re-roof?

Permit applications made on or after December 31, 2026 must follow the Ninth (2026) Edition of the Florida Building Code. Until then, the 2023 Eighth Edition, which took effect December 31, 2023, applies. If your permit is filed near that date, ask the Crystal River building office which edition governs your plans.
