Which code and which office control a Crystal River commercial roof

The High-Velocity Hurricane Zone covers only Broward and Miami-Dade counties. Crystal River sits in Citrus County, so the stricter HVHZ roofing sections do not apply here. The Eighth Edition of the Florida Building Code, dated 2023, has been in force since the last day of that year. The Ninth Edition takes effect December 31, 2026, and permit applications filed on or after that date must follow it.

Roof permits inside city limits go through the City of Crystal River Building Department. Confirm the current application steps with the building office before you sign a contract. Outside the city, the Citrus County Building Division issues the permit.

The county's re-roof paperwork shows what inspectors want to see: product-approval installation documents, a Notice of Commencement where applicable, and inspection photos of drip edge, flashing and underlayment. Ask the city whether it requires the same items.

  • The roofing contractor's state license number, which you can check with the state yourself.
  • The membrane standard named in writing, such as ASTM D6878 for TPO or D4637 for EPDM.
  • Wind uplift design and edge metal tested to ANSI/SPRI ES-1 or RAS 111.
  • Who pulls the permit and who handles the two inspections.
  • What happens to wet or deteriorated deck: replaced under the roofing scope or left alone.

A general contractor must subcontract roofing unless he or she holds a roofing registration or certificate. Ask who will be on your roof and who answers to the building official.

What is the 25% roof rule in Florida?

If you repair, replace or recover more than 25 percent of a roof section in any 12-month period, the whole section must meet current code. An exception applies when the existing roof was built or replaced under the 2007 Florida Building Code or later; then only the repaired part must comply. With a median build year of 1985 in Crystal River, many older commercial roofs are likely to fall under the full rule.

What is the new law in Florida about roofs?

The Florida Building Code now in force is the Eighth Edition, which became effective on the final day of 2023. A Ninth Edition follows on December 31, 2026, and any permit application filed on or after that date must follow it. Can a new flat roof go over my old one?
