Only 6.4 percent of homes in Crystal River were built in 2010 or later, so a new roof here is still a rare job. Most houses date to a median year of 1985. If you are building, the code edition, the underlayment and the inspections decide your schedule.

Code edition

Which code edition your new roof permit faces

Citrus County is outside the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade. That means the standard Florida Building Code applies to a Crystal River roof, not the stricter zone rules. The Eighth Edition has governed new permits since the last day of 2023.

A newer edition arrives on the last day of 2026. Any permit application or plan submitted on or after that date must meet it. If your Crystal River plans are ready this year, filing before the cutoff keeps you under the current edition. Confirm the date with the building office.

Roofing falls under mandatory statewide product approval. Your permit package should name the approved shingle, tile or metal product, and you can look up its approval number in the Florida Building Commission search.

Deck, underlayment and drip edge on a new Crystal River home

New roof sheathing must be nailed with ring shank nails, 2 1/2 inches long, in the sizes the residential code names. Smooth nails do not meet that rule. Ask your builder which nail the framing crew is loading, before the deck goes on.

For shingle and metal roofs, the code gives three ways to dry in the deck. One is a full-deck layer of self-adhering membrane. Another is tape over every deck joint, then underlayment over everything. The third is two layers of felt-type underlayment with cap nails at set spacing.

On a shingle roof the metal drip edge sits above the underlayment along eaves and gables. Its nails may be no more than 12 inches apart, tightening to 4 inches where design wind speed is 110 mph or more. Gutters with downspouts are also required where eaves project less than 6 inches.

Who may roof it, and how the inspections run

A general contractor may install asphalt shingles itself only on a new building it constructs. On a Crystal River build with tile, metal or a membrane roof, a certified or registered roofing contractor must do that work. A general contractor also may not advertise as a roofer without that roofing credential.

Inspections run in a fixed order: foundation, framing, sheathing, exterior wall coverings and soffit, roofing, then final. The sheathing check can be separate or part of the dry-in inspection. Schedule the roofer after framing and sheathing pass, not before.

Citrus County re-roof permits ask for photos of drip edge, flashing, underlayment fasteners and every roof plane, uploaded through its portal. Crystal River runs its own permitting inside city limits, so confirm what it wants.

Do I need a Notice of Commencement before roof inspections in Crystal River?

Usually yes. The Florida Building Code requires the notice to be recorded and posted on the job site before the first inspection. The permit card also warns that skipping it may mean paying twice for the improvements. Because Crystal River issues its own permits, ask the city building office whether your contract amount triggers the requirement before you schedule anything.

Can a private provider inspect my new roof instead of the city?

Yes, in many cases. Florida law lets the owner, or the owner's contractor with written authorization, choose a private provider for plans review or inspections at any time. The provider must hold a license as a code administrator, engineer or architect. Ask Crystal River's building office how it accepts those reports before you rely on one.

Does the builder warranty cover a new roof in Florida?

It can, for one year. Since July 1, 2025, Florida Statute 553.837 requires a builder to warrant a new home for one year against defects in material or workmanship that cause a material Florida Building Code violation. Natural disasters are excluded, and Crystal River saw 7.01 feet of surge above mean high water in Idalia. Read your contract for the start date.

What is the 25% roof rule for a house I just built?

The rule limits repairs or replacement to 25 percent of a roof in any 12-month period unless the whole roof is redone. It has an exception: a roof built or replaced under the 2007 code or later is held only to current code for the repaired part. A new Crystal River roof should qualify, but older neighbors built around 1985 may not.
