The 15-year rule
What Florida law says about a roof that is 15 years old
Under Fla. Stat. 627.7011(5)(b), a roof under 15 years old cannot be the only reason an insurer declines to issue or renew your homeowner's policy. At 15 years, the insurer must let you hire an authorized inspector at your own expense. If that inspector finds five or more years of useful life, age alone cannot end your coverage.
The statute applies to policies issued or renewed on or after July 1, 2022. Senate staff note it does not apply to mobile home policies, so ask your agent how a mobile home policy treats roof age. A 2026 bill to widen the rule died in committee on March 13, 2026, so the current text still governs.
Citizens Property Insurance sets its own lines. Soft roofs such as shingle older than 25 years, and hard roofs such as tile or metal older than 50 years, need papers showing at least five years of remaining life. Citizens also requires a 4-point inspection on applications for properties more than 20 years old. With a 1985 median build year here, many Crystal River homes fall in that group.

What the inspector looks at on a Crystal River roof
On the roof section of the 4-point form, the inspector writes down the covering, the roof's age, the years of life left and the date of the last roofing permit. It also notes whether a past replacement was full or partial, and the overall condition, with photos of each slope.

- Exposed asphalt or exposed felt
- Missing, loose or cracked tabs or tiles
- Soft spots in the decking
- Water marks under the decking or on ceilings below
Wind mitigation is a separate form, OIR-B1-1802, effective April 1, 2026, and valid up to five years if nothing material changes. It asks about roof covering, deck attachment, roof-to-wall connections, roof shape and a sealed roof deck. Those are attic items you cannot see from the yard. The signer must inspect in person.

When to order an inspection, and who may sign it
Order one when you buy or sell, when your insurer sends a roof-age letter, or after a storm. With 60.5 percent of occupied homes owner-occupied, many owners here will face one of those moments. Surge from Hurricane Helene in 2024 put water inside at least 300 homes in Crystal River and Homosassa Springs, and Citrus County has a FEMA declaration from Hurricane Hermine in 2016.
Your insurer must approve the inspector. The list includes a licensed home inspector, a building code inspector, a licensed contractor, a professional engineer or an architect. Check the license yourself before you sign anything.
Florida Statute 489.147 bars a roofer from offering anything of value for an inspection or from telling you what your policy covers. For coverage questions, call your insurer or agent. If a repair or re-roof follows, Citrus County permits rely on photo documentation and a notarized inspection affidavit. Confirm the city's own process with the Crystal River Building Department.

Who can do a roof inspection for my insurer?
It must be someone your insurer accepts. The list includes a home inspector, a building code inspector, a general, building or residential contractor, a roofing contractor, a professional engineer or an architect. For Citizens, the roof inspection form must be signed by a contractor, a building code inspector or a Florida home inspector, with photos of each slope. A Crystal River home built around the 1985 median may have a roof already past 15 years, so ask your insurer for its list first.

Does an inspection tell me what my policy covers?
No. It records the roof's condition and remaining life, nothing about your policy. Only your insurer or agent can say what is paid, and Florida Statute 489.147 bars roofing contractors from advising on coverage unless they are public adjusters. If Hurricane Helene's surge or a Citrus County rain event damaged your roof, notice of a new property claim must reach the insurer within one year of the date of loss.
