Code edition

Which code edition a new permit faces

The median home here dates to 1997, and new homes are the exception. A lot permitted today falls under the 2023 Florida Building Code, which took effect December 31, 2023. The Ninth Edition governs any application submitted on or after December 31, 2026. The submission date decides which book your builder works from.

Statewide product approval is mandatory for roofing, which is one of the covered categories. Every shingle, tile or metal system on your permit needs a Florida approval number. Citrus County re-roof paperwork asks for the actual installation documents for underlayment and roof covering, and a new build should expect the same product papers.

On a new roof, the deck, the underlayment and the drip edge all come first

Ring shank nails measuring 2 1/2 inches long fasten the roof sheathing on a new home. Ask your builder to show you the nail spec before the sheathing inspection. That inspection comes before the roof covering goes on.

The code offers three dry-in options when the roof is shingle or metal. One is a fully self-adhering membrane. Another is a 3 3/4-inch strip over every deck joint plus underlayment. The third is two layers of felt-type underlayment, nailed every 12 inches in the field. At eaves and gables, you lay the drip edge over the underlayment.

  • Where eaves project less than 6 inches, the code requires gutters fitted with downspouts.
  • Each downspout has to discharge at least 1 foot away from the sidewall.

Inspections

Scheduling the roof with the build

Inspections follow a set order in the code: foundation, framing, sheathing, exterior wall coverings, roofing, and finally the final inspection. The roof is not finished until the roofing inspection passes. Citrus County also wants inspection photos uploaded through its contractor portal, covering drip edge, flashing, underlayment fasteners and every roof plane.

If work has not begun within 6 months after the permit is issued, the permit becomes invalid. It also lapses after 6 months of suspended work. On a lot where the slab sits waiting, watch that date. On a new building it constructed itself, a builder is allowed to put on asphalt shingles. Tile and metal must go to a registered roofing contractor.

Who issues a new construction roof permit in Sugarmill Woods?

The Citrus County Building Division handles permitting and inspection in Sugarmill Woods. The cities of Inverness and Crystal River run their own permitting inside city limits, but Sugarmill Woods is not one of them. Your builder pulls the permit. As an owner, confirm that product approval numbers for the roof covering and underlayment appear on it, since Florida requires statewide approval for roofing.

How long is the builder responsible for a new roof in Florida?

Under Fla. Stat. 553.837, a builder must warrant a newly built home for 1 year against defects in material or workmanship that result in a material Florida Building Code violation. The year runs from the first of title conveyance or initial occupancy. Natural disasters and ordinary wear and tear fall outside what is covered. In our area, the median home was built in 1997, so many roofs here are well past that first year and any builder obligation has long since run out. Read your contract and ask the builder how it handles roof defects.

Can a general contractor roof my new home?

Only in limited cases. Asphalt or fiberglass shingles on a new building that a general, building or residential contractor built can be installed by that same contractor. A certified or registered roofing contractor handles roofs of tile, metal or membrane. Without that roofing license in hand, a general contractor cannot legally advertise roofing services. Keep in mind that the median home in this area was built in 1997, so many roofs here are due for replacement and the question of who does the work comes up often. Ask who will physically do your roof.

Do I need a Notice of Commencement on a new roof in Citrus County?

Citrus County asks for a Notice of Commencement where applicable. Florida code says it must be recorded and posted at the job site before the first inspection. According to the permit card, leaving it out could leave you paying a second time for the same work. Ask your builder to show you the recorded copy.
