For roof work in Rockledge, the City of Rockledge Building Division is the office that grants permits. For a shingle re-roof the city requires a Re-roof Supplement Form and a Deck Nailing Affidavit, with extra items for flat, metal and tile roofs.
Under the 25 percent rule, if more than that share of a roof is repaired or replaced within 12 months, the entire roof system must be brought up to current code. If less than a quarter of the roof is being redone, the rule does not force a full replacement. If more is involved, the rest of the system must meet the current edition.
A roof built or replaced to the 2007 Florida Building Code or later has an exception. Only the repaired portion must meet current code, even when 25 percent or more is redone. Local ordinance cannot alter this exception.

What is the 25% roof rule in Florida?
Under the building code, no more than 25 percent of a roof can be repaired, replaced or recovered in any 12-month period unless the entire roof covering is replaced. Should your roof have been built or fixed under the 2007 Florida Building Code or a later edition, only the section you repaired needs to meet present-day code. Municipalities lack the power to override that exception through their own ordinances.
