NRCA says most new roofs are designed for about 20 years of service, depending on climate, materials, installation and upkeep. In Newberry, original roofs on houses built before 2010, more than half the stock, are near or past that mark now; the 42.9% built since 2010 are 16 years old or younger. The town's median home, from 2006, is 18 years newer than the county's median from 1988.
Insurers watch the same clock. On a wood deck, the tear-off triggers the deck-attachment rule: staples or 6d nails get supplemental ring-shank nails no more than 6 inches apart. A secondary water barrier then goes down before the new covering. The 25% exception does not help a 2006 roof, because it covers only roofs built under the 2007 code or later.
In town, the re-roof permit and its two inspections, sheathing with dry-in and then the finished roof, run through the City of Newberry Building Department. Inside the Newberry Historic District, listed on the National Register in 1987, ask the department about appearance before switching to metal or tile.

Can new shingles go over my old roof in Newberry?
Sometimes the code forbids it outright. The old layers must come off if the roof is water-soaked or too worn to serve as a base, if the covering is wood shake, slate or tile, or if there are already two or more coverings. The current residential code leaves its recover sections marked reserved, so whether the City of Newberry Building Department accepts an overlay in other cases is a question for the department before any bid assumes it.

What should a Newberry re-roof contract include?
Florida requires two notices in every residential roof contract. One says the contractor may not offer anything of value, such as a rebate, gift or deductible waiver, for a roof inspection or an insurance claim; without it you may void the contract within 10 days (Fla. Stat. 489.147(5)). The other, in 14-point bold on the signature page, tells you to check coverage with your insurer if the work relates to a claim.
