Why many Alachua County roofs are due

The county's median home was built in 1988, and 34.5 percent of homes predate 1980. Many roofs on those houses have been replaced once already. Some have not, and those are the ones most likely to need work now.

For a shingle roof more than 25 years old, Citizens Property Insurance wants evidence that at least five years of service life remain. A roof put on in 1988 would be well past that line. Ask your own insurer what it requires, since policies differ.

The state also limits how an insurer may treat age. Under Fla. Stat. 627.7011(5), a roof under 15 years old cannot be the sole reason for refusing a policy. For an older roof, you may pay an authorized inspector to check it, and 5 or more years of life left can protect you from a refusal based on age alone.

Alachua County Growth Management, Building Division, reviews and inspects projects that need permits in unincorporated areas and several municipalities. Its page does not name those municipalities. If you live in Gainesville, Alachua, Newberry, High Springs, Hawthorne, Archer, Waldo, Micanopy or LaCrosse, confirm with the building office which one handles your address.

Your permit card tells you to file a Notice of Commencement. Skipping it can mean paying twice for the work, and the notice must be recorded and posted on the job site before the first inspection.

Timing matters too. Work that does not begin within 6 months, or that halts for a 6-month stretch, causes the permit to lapse. Unless it is actively pursued in good faith, an application is considered abandoned once 180 days pass from the filing date.

What a Florida re-roof triggers on the deck

A roofing contractor's scope includes required roof-deck attachments and any repair or replacement of wood sheathing found during the job. So deck nailing and rotted boards belong in the roofing contract, not a separate trade.

The 25% rule decides how much must be brought up to current code. If more than 25 percent of a roof area is repaired, replaced or recovered in 12 months, the whole roof section must be redone. One exception applies if the roof was built or replaced to the 2007 Florida Building Code or later. Then only the new portion must meet current code.

Code editions also shift. The 2023 edition took effect December 31, 2023, and the Ninth Edition applies to applications submitted on or after December 31, 2026.

Alachua County has no coastline, but its roofs still take wind. The Gainesville airport recorded a 61 mph gust in Irma in 2017 and 59 mph in Ian in 2022. Helene's UF gauge peaked at 66 mph in 2024.

Falling trees are the repeat damage here. Hermine damaged 5 homes, and Debby and Helene each brought trees onto roofs in Gainesville. Gainesville Regional Airport also averages 48.31 in of rain a year, so the underlayment matters as much as the shingle.

How old are the roofs on Alachua County homes?

The median home in Alachua County was built in 1988, and 34.5 percent were built before 1980. Taken together, this points to a large share of original roofs being beyond the 25-year mark. Only 13.3 percent of homes date from 2010 or later. Newer building is concentrated west of Gainesville, where 43 percent of Newberry's housing units are that recent.

What is the 25 percent rule for a reroof?

If more than 25 percent of a roof section is repaired, replaced or recovered in 12 months, the whole roof section must be replaced or recovered to current code. An exception covers roofs built or replaced to the 2007 Florida Building Code or later. Then only the repaired part must meet current code, and a county cannot change that exception.

Does a roof insurer care how old my roof is?

Yes, in many cases. When a shingle roof is over 25 years old, Citizens expects paperwork showing at least five years of remaining life. State law says an insurer cannot refuse a policy solely because a roof is under 15 years old. Ask your insurer or agent what applies to your policy, because I cannot say what yours covers.
