The 15-year rule on Gainesville homes

Under Fla. Stat. 627.7011(5), an insurer may not refuse to write or renew a home policy solely because a roof is under 15 years old. Once a roof passes 15, the insurer must still let you hire an authorized inspector, at your own expense, before it can require replacement, and it cannot drop you for age alone if that inspection shows at least five years of useful life left.

Roof age is not house age. For insurance, the clock runs from the last date 100% of the roof was built or replaced. A Gainesville house from 1983, the city's median year, may carry a much newer roof, and the permit date is what the insurer should see.

The forms

Four-point, roof and wind forms

Citizens, the state-created insurer, asks for a 4-point inspection on homes more than 20 years old. Its roof section records the covering, roof age, remaining useful life, the last roofing permit, any partial replacement and a damage list, and with photos of each slope it can stand in for the separate roof form. For roofs past 25 years (shingle) or 50 years (tile or metal), Citizens wants proof of at least five years of life left.

The wind mitigation form, OIR-B1-1802, is a different tool. It documents features that can earn discounts on the hurricane-wind part of a policy and stays valid for up to five years if the house does not change. It asks about code era, deck nailing, roof-to-wall connections and whether the deck is sealed.

Recent storms are why inspectors here look closely at the surface: Ian gusted to 59 mph at the Gainesville airport in 2022 and Helene to 66 mph at UF in 2024. The 4-point damage list includes missing or loose tabs and soft spots in the deck.

Who can do a roof inspection for my insurer in Gainesville?

Florida's 15-year rule lists who an insurer may accept: home inspectors, building code inspectors, general, building and residential contractors, roofing contractors, engineers, architects, or anyone else the insurer recognizes as qualified. Citizens' own roof form must be signed by a contractor, a building code inspector or a home inspector. In Gainesville, where the median home dates to 1983, ask your insurer which form it wants before you book, since a 4-point and a roof form are different documents.

Does a Gainesville rental need a 4-point inspection?

If Citizens writes the policy and the home is more than 20 years old, yes. Citizens requires a 4-point inspection for owner, dwelling and mobile home applications on properties over 20 years old. The rule names dwelling applications as well as owner policies, which matters in a city where only 37.7% of occupied homes are owner-occupied. Other insurers set their own requirements, so ask your agent which inspections your policy needs before renewal.

How long is a wind mitigation report good for?

Up to five years. The current form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026 and stays valid for up to five years as long as no material changes are made to the house and no errors turn up on the form. A re-roof is a material change. If you re-roof one of Gainesville's pre-1980 houses, 44% of the city's homes, a fresh report can record a sealed deck and re-nailing the old report never saw. Ask your insurer or agent what credit applies.
