Older decks under Gainesville roofs
The city's median home dates to 1983, nineteen years before the first Florida Building Code took effect on March 1, 2002. Many of those houses have been re-roofed since, yet the plywood or plank deck and its fasteners can be original.
Table R908.7.1.2 sets the fix. Staples or 6d nails at any spacing get supplemental ring-shank nails no more than 6 inches apart; 8d nails already at 6 inches or closer need nothing more. Nobody can see which you have until the old roof is off, which is why the sheathing inspection happens mid-job.
Gainesville's four National Register districts call for a question first. If your house is in Pleasant Street or the Northeast or Southeast residential districts, ask the Building Division about appearance before you switch from shingle to metal or tile.
Permit
The city permit and two inspections
Re-roof permits inside city limits come from the City of Gainesville Building Division; the county's Growth Management office covers unincorporated addresses. A re-roof needs no plan review, but it does need two inspections: one of the sheathing, fasteners and dry-in, and one of the finished roofing, insulation and flashing.
Code era also decides how big a repair can get before the whole roof must change. If the roof you have went on under the 2007 Florida Building Code or later, in force from March 1, 2009, even a large repair only has to bring the repaired part to current code. An older roof falls under the 25% rule: redo more than a quarter of a section in a year and the whole section is replaced. Your permit history shows which case you are in.

What the next inspector will ask
The upgrade shows on paper as well as on the roof. The state's wind mitigation form, OIR-B1-1802, grades how the deck is attached and asks whether the deck is sealed, and it says standard underlayment or hot-mopped felt does not count as a secondary water barrier. Ask for the re-roof paperwork to name the method used, so the next inspector can record it.

How long can I wait to replace an older Gainesville roof?
There is no fixed date, but two numbers guide most owners. NRCA says most new roofs are designed for about 20 years of service, and once a roof reaches 15 years an insurer may require replacement, though it must first let you get an inspection, and a report showing five or more years of useful life stops an age-only non-renewal (Fla. Stat. 627.7011(5)). With a 1983 median build year, a Gainesville house still on its first roof would be far past both marks, so check the permit record for the date of the last full replacement.

Do I need a permit to replace my roof in Gainesville?
Yes. The Florida Building Code requires a permit to repair or alter a building, and a re-roof is covered. Inside the city that permit comes from the City of Gainesville Building Division, whose pages also cover scheduling inspections; unincorporated addresses go to Alachua County Growth Management. A re-roof skips plan review but not the sheathing inspection or the final roofing inspection, so leave room in the schedule for both visits before the job is called finished.

What happens if the deck under my Gainesville roof is rotten?

The code defines a roof replacement as removing the old covering, repairing any damaged substrate and installing the new covering, and no new roof may go over a water-soaked or deteriorated base. On a house from 1983, the city's median year, expect the crew to cut out soft sheathing, fasten the rest to the current nailing table and pass the sheathing inspection before dry-in.
