What Florida's 15-year rule and the 4-point form ask
For a roof 15 years or older, Florida law lets you hire an authorized inspector, at your expense, before an insurer requires replacement. If the report shows 5 or more years of useful life left, the insurer may not refuse or non-renew solely because of roof age. That rule applies to policies issued or renewed on or after July 1, 2022, and Senate staff note it does not apply to mobile home policies.
The roof section of the 4-point form records the covering material, roof age, remaining useful life, last roofing permit, and overall condition. Citizens requires that inspection for applications on properties more than 20 years old. Waldo's median build year of 1968 suggests many homes here fall in that group.
For shingle roofs past 25 years old, Citizens additionally wants paperwork showing at least five years of life left. What your own policy covers is a question for your insurer or agent, not for a roofer.
Inspection basics
Knowing when to order an inspection and what it covers
A roofer's inspection follows what the forms ask. The inspector looks for cracking, curling, granule loss, exposed felt, loose or missing tabs, soft decking, hail marks and leaks in the attic. The report comes with photos covering every roof slope. For wind mitigation, the inspector also records attic items you cannot see from the ground, such as deck nailing and roof-to-wall connectors.

My insurer says my roof is 15 years old. What can I do?
You may hire an authorized inspector, at your own expense, before the insurer requires replacement. Under Fla. Stat. 627.7011(5)(c), if the report shows 5 or more years of useful life remaining, the insurer may not refuse or non-renew solely for roof age. In this area the median year homes were built is 1968, so many roofs have been replaced at least once and a roof's actual condition can differ a lot from its age on paper. Authorized inspectors include licensed home inspectors, roofing contractors, engineers and architects the insurer accepts. Check with your insurer first about who it accepts.
