Frostproof grew from 3,212 people to an estimated 3,519 by July 2025, so new permits are being filed here. Any roof permit filed before December 31, 2026 follows the Eighth Edition of the code, adopted in 2023. A filing on or after that date moves to the Ninth Edition. The date you file matters more than the date you start.
Permits also expire if work does not begin. A permit becomes invalid unless work starts within 6 months of issuance, and an application is treated as abandoned 180 days after filing unless it is pursued in good faith. What the inspector checks
Deck, underlayment and fastening on a new build
Roof sheathing must be fastened with specified ring shank nails, and the dry-in step has three approved options for shingle and metal roofs. A builder may use one approved underlayment method over the full deck, or a tape-and-underlayment method over each deck joint, or two felt layers fastened in a set pattern. Your roofer should name which option the permit uses.
- Drip edge at eaves and gables, fastened every 12 inches, or every 4 inches in higher-wind zones.
- Tile roofs need solid sheathing under them and follow the installation manual named in the code.
- Short eaves under 6 inches need gutters, and each downspout must empty at least 1 foot from the wall.

The code lists six inspection stages: foundation, framing, sheathing or dry-in, exterior wall coverings, roofing, then final. What is the 25% roof rule in Florida?
The 25% rule says that no more than 25 percent of an existing roof can be repaired, replaced or recovered in any 12-month period unless the entire roof system is replaced. On a new build in Frostproof, the rule matters only if the house is later re-roofed in part. What is the new law in Florida about roofs?
A 2025 law, Florida Statute 553.837, makes a builder answer for a new home's roof and other parts for 1 year after the title transfers or the owner moves in. It covers defects that cause a material violation of the building code. Routine deterioration, foundation shifting and storm damage fall outside what this coverage handles. A Frostproof buyer of one of the newer homes, the 8.7 percent built since 2010, should ask the builder for this in writing. Your insurer or agent can explain how a policy treats a roof claim.

Under Florida Statute 489.113, a builder without a roofing license must hire a roofing subcontractor, with one exception. A builder may put asphalt or fiberglass shingles on a house it built itself.
