New construction ยท Highland Park

New construction roofing in Highland Park, FL

Only 6.2 percent of Highland Park's homes were built in 2010 or later, according to the 2024 American Community Survey. Most roofs here are older, so a new build is less common than in faster-growing parts of Polk County. If you are roofing a new home or a house you are finishing, the Florida Building Code edition, the deck and underlayment rules, and the inspection order all apply to you.

Code and deck

What code edition and deck rules apply to a new roof here

The 2023 Florida Building Code, Eighth Edition, took effect December 31, 2023, and it governs permits now. Applications filed after the end of 2026 move to the Ninth Edition. If your Highland Park build is still in the planning stage, the filing date decides which edition your roof must meet.

Dry-in is the step that protects the house before finishes go in. For shingle and metal roofs, the code allows one of three underlayment methods. You can cover the whole deck with self-adhering membrane, tape each deck joint with a 3 3/4-inch strip, or lay two layers of felt fastened to the deck. Ask your roofer which method the plans call for before the sheathing goes on.

Inspection order

Coordinating the roof work with the build schedule and inspection dates

The code lists inspections in a fixed order: foundation, framing, sheathing, exterior wall covering and soffit, roofing, then final. Inspectors check dry-in, insulation, roof covering and flashing during this visit. Sheathing can be inspected as part of a dry-in or as a separate request once all roof and wall sheathing and fasteners are complete. Book the roofer so the sheathing inspection happens before shingles or tile go down.

Permits also have clocks. Work must begin within 6 months of issuance and cannot pause for 6 months, or the permit lapses. Work counts as active only when an inspection has passed within 180 days. A slow build in Highland Park can let a permit lapse, so check dates against your builder's schedule.

Who may install matters too. A builder may self-perform asphalt shingles only on a new building it owns, and tile, metal and membrane go to a certified or registered roofing contractor. Confirm the roofer's license with the state before work starts.

Products and coverage

Product approval, gutters and your builder's coverage terms

Roofing is a mandatory statewide product approval category in Florida. Check that the shingles, tile or membrane carry an approval number, and look it up in the Florida Building Commission product approval search by FL number. Expect the approval or NOA numbers on the permit application.

Gutters with downspouts are required on new homes with eaves under 6 inches, and each downspout must discharge at least 1 foot from the sidewall. Under Fla. Stat. 553.837, a builder must cover a newly built home for 1 year against code violations from its equipment, material or workmanship. Damage from age-related deterioration, settling or natural disasters falls outside coverage. Ask your builder for those terms in writing and confirm the start date.

Questions

New construction roofing in Highland Park: questions

Does a new roof in Highland Park need a Notice of Commencement?

Yes, in most cases. The Florida Building Code requires a Notice of Commencement to be recorded and posted on the job site before the first inspection. Skipping it could leave the owner paying a second time for the same improvements. The permitting office requires a copy before the first inspection when the direct contract is above a set amount. Confirm the requirement with the Highland Park permitting office before work starts.

Which building code applies to my new roof in Highland Park?

It depends on the permit filing date. Florida's 2023 Building Code, Eighth Edition, currently governs construction. Applications filed on or after December 31, 2026 must comply with the Ninth Edition. Polk County's 2020 count of 251 people and 109 housing units means most local jobs are small, so ask your builder which edition the permit application cites.

Can I hire a private provider to inspect my new roof?

Florida law lets the fee owner, or the contractor with written authorization, choose a private provider for plan review or building code inspection at any time. Private providers need to hold a license as a building code administrator, engineer or architect. Highland Park's 2020 census counted 109 housing units, so ask the permitting office how private provider inspections are recorded before choosing this route.

How long does a roofing permit stay valid in Highland Park?

Work must begin within 6 months of issuance and cannot pause for 6 months, or the permit lapses. Work stays active only when an inspection passes within 180 days. Highland Park's ACS estimate of 282 people carries a margin of error of 142, so confirm exact dates with the permitting office, since extensions can apply in good faith.
