Roof inspections in Riviera Beach, FL

Mobile homes make up 4.2 percent of Riviera Beach housing units, and those roofs follow the HUD code, not the Florida Building Code. Most other homes here follow different rules. About 47.8 percent were built before 1980, so many owners will face roof age questions from insurers.

Housing age

How old are Riviera Beach homes and roofs?

The median Riviera Beach home was built in 1981, close to the 1986 median for Palm Beach County. About 47.8 percent of homes here predate 1980. Build year describes the house, not the roof on it. A roof may have been replaced twice since then, or never.

Owners hold 62.2 percent of occupied homes, and 19.1 percent of residents are 65 or older. Another 13.7 percent of units sit vacant as seasonal or occasional-use homes, against 9.5 percent countywide. A closed house can hide a slow leak for months, so those owners benefit from a roof check before each season.

Insurer rules

The 15-year roof rule and the 4-point form

The 15-year line comes from Florida Statute 627.7011(5). Under it, a roof younger than 15 years cannot be the sole reason an insurer declines or drops a homeowner's policy. Past 15 years, the statute gives you the right to bring in an authorized inspector, paid for by you, before anyone requires a replacement.

When that inspection finds 5 or more years of useful life remaining, your insurer cannot cite age alone as grounds for refusing or non-renewing coverage. In a city where 47.8 percent of homes predate 1980, many owners may reach this question. To learn what your own policy requires, ask your insurer or agent.

The roof section of the 4-point form records the covering material, roof age, remaining useful life, last permit date, any partial replacement, and the damage list. Citizens asks for the 4-point form on properties over 20 years old, and wants proof of five years of remaining life for shingle roofs past 25 years.

Inspection basics

What an inspector looks at, and when to schedule

An inspector looks for cracking, curling, heavy granule loss, exposed felt, loose or missing tabs, soft decking and leaks in the attic or on ceilings. On wind mitigation forms, the attic items matter too: deck nailing, roof-to-wall connectors and any sealed roof deck.

  • Before you buy or sell a home, so the roof's condition is known
  • When an insurer asks for proof of remaining roof life
  • After a hurricane or major wind event, to check for hidden damage
  • Before a season of absence, if your home is seasonal

Roof permits in Riviera Beach go through the city's Development Services office. Confirm there what applies to your repair, including how the 25 percent rule affects it.

Questions

Roof inspections in Riviera Beach: questions

How old does my roof need to be before an inspection matters to my insurer?

At 15 years, the rule changes. Under Florida Statute 627.7011(5), an insurer cannot refuse or non-renew solely for age on a roof under 15 years. Once a roof passes that line, you may pay an authorized inspector to assess it yourself. A finding of 5 or more years of useful life means age alone cannot be the reason. In Riviera Beach, 47.8 percent of homes predate 1980. Confirm details with your insurer or agent.

Who counts as an authorized inspector for a roof inspection in Riviera Beach?

The insurer has to sign off on the inspector. State law names licensed home inspectors, certified building code inspectors, licensed general, building, residential or roofing contractors, professional engineers and architects. The insurer may also recognize others. Check with your insurer before you hire, because their sign-off is part of the rule. About 62.2 percent of occupied Riviera Beach homes are owner-occupied, so many owners will deal with this directly.

Does the 25% roof rule change what I need to do after a repair?

The rule limits repairs to 25 percent of the roof area in any 12-month period, unless the whole roof meets current code. A carve-out covers a roof that itself was built, repaired or replaced under the 2007 Florida Building Code or later. Riviera Beach is in Palm Beach County, which the High Velocity Hurricane Zone rules do not cover. Confirm specifics with Riviera Beach Development Services.

Do mobile homes in Riviera Beach follow the same roof insurance rules?

Mobile homes are 4.2 percent of Riviera Beach housing units and follow the HUD code for roofs. According to Senate staff, mobile home policies are exempt from the 15-year roof rule. Citizens still asks for a 4-point inspection when you apply for coverage on a mobile home that has stood for more than 20 years. Ask your insurer which roof documents they want.
