Your roof project in Golf will be governed by whichever building code edition the local authority has adopted
Florida's 2023 Building Code, the Eighth Edition, became enforceable on December 31, 2023. The Ninth Edition is set to take effect December 31, 2026. Permit applications and plans submitted on or after that date must follow the new edition, so the filing date controls which rules apply to your roof.
Because Golf lies in Palm Beach County, its roofs are outside the High-Velocity Hurricane Zone. That zone covers only Broward and Miami-Dade. A new roof here is not subject to the HVHZ low-slope and product rules, so confirm the applicable section with the Village of Golf building office before you order materials.
Dry-in and inspections
Underlayment, drip edge and the inspection sequence
For a shingle or metal roof on a new home, the code offers three dry-in choices. You can cover the whole deck with self-adhering membrane, tape each deck joint with a strip of membrane, or lay two layers of approved felt. Each option is fastened to a set spacing, and the choice is recorded in the inspection.

- Sheathing, either as a dry-in inspection or on request after all fasteners are complete
- Exterior walls and soffit while still in progress
- Roofing: dry-in, insulation, roof covering and flashing
- Final inspection
Shingle drip edge must be fastened every 12 inches on center at eaves and gables, and every 4 inches where design wind speed is 110 mph or more. Confirm the wind speed for your lot with the building office.
Products and contractors
Check the product approval listing first, then confirm which contractors are permitted to perform the installation
Roofing is a required category for statewide product approval under Florida Statute 553.842. Check any product's approval number on the Florida Building Commission lookup before it goes on the permit. A product may not be advertised as wind or debris protection unless it holds that approval.
A general contractor may not advertise as a roofing contractor unless it holds roofing certification or registration. A builder may put asphalt shingles on its own new building. Work involving tile, metal or membrane roofing must be handled by a contractor who holds the right credential.
Under Florida Statute 553.791, the owner may choose a private provider for plans review or inspections in place of the building department. Ask the owner or your insurer about any coverage question, since the statutes do not decide that for you.

What is the new law in Florida about roofs?
For a new home, Florida Statute 553.837 requires the builder to warrant against material code defects for 1 year from the date of original conveyance or initial occupancy, whichever comes first. The rule took effect July 1, 2025. It excludes normal wear and tear, settling, owner-caused defects and natural disasters, so the owner should read the builder's paperwork and ask questions before closing.
