What new construction in Cloud Lake faces under current code
The 2023 Florida Building Code, Eighth Edition, is the code in force today. The Ninth Edition takes effect December 31, 2026, and every permit application submitted on or after that date must follow it. If your Cloud Lake plans are still being drawn, the submittal date decides which edition you design to.
Only Broward and Miami-Dade fall inside the High Velocity Hurricane Zone, so Palm Beach County sits outside it. Cloud Lake roofs follow the standard code path, not the stricter HVHZ tables. Ask the building office to confirm which edition and wind zone apply to your lot before you order materials.
Materials and approval
Each new roof needs approval covering the deck, the underlayment and the finished product
Roof sheathing must be fastened with ring shank nails of a set size, and tile must go over solid sheathing. Your installer should show the nail type on the permit paperwork before the framing inspection.
- Cover the entire deck with self-adhering polymer-modified bitumen, or
- A 3 3/4 inch membrane strip over each deck joint, then approved underlayment, or
- Fasten two layers of approved felt-type underlayment at the spacing the code requires
In Florida, every roofing product must receive statewide approval. Look up the product by its FL approval number in the Florida Building Commission search before you accept a substitute. Products may not be sold as wind or debris protection unless they carry that approval.

Scheduling the roof with framing and inspections
Inspections run in a fixed order: foundation, framing, sheathing or dry-in, exterior wall covering, roofing, and final. The roof covering inspection cannot pass until the dry-in layer is in place, so the roofer and framer have to coordinate dates.
Gutters with downspouts are required on Cloud Lake homes with eaves under 6 inches, and downspouts must end at least 1 foot from the wall. Put these on the same schedule as the roof so the fascia and soffit are closed up at the same time.

Who can install the roof on a new house in Cloud Lake?
Builders are allowed to put asphalt shingles on a new building they own. Work on tile, metal and membrane roofs has to be handled by a certified or registered roofing contractor. A general contractor who lacks that certification or registration may not advertise roofing services. Cloud Lake was platted in 1935 and incorporated in 1948, so many homes in this small Palm Beach County community have been around for decades, and any replacement work on older roofs should still follow these same rules.

Does a builder have to cover roof defects on a new Cloud Lake home?
Yes. Florida law requires a builder to warrant a newly built home for 1 year against defects in equipment, material or workmanship that violate the Florida Building Code, and that includes roof defects. The coverage starts on the date of title transfer or initial occupancy, whichever comes first. Damage from ordinary wear, ground settling and natural disasters is not covered. Cloud Lake is a small town with a long history, having been platted in 1935 and incorporated in 1948 near Glen Ridge and West Palm Beach close to Palm.
