Roof age
St. Cloud housing ages and the roofs on top of them
Homes in St. Cloud have a median build year of 2003. Which points to a large share of first-generation roofs now being over 15 years old. Another 19.5 percent of housing units predate 1980, against 11.3 percent countywide, so some of those homes are likely on their second or third roof.
Newer housing is also part of the mix. 32.6 percent of units went up in 2010 or later, and those roofs are young enough that age alone should not trouble an insurer.
Mobile homes make up 6.4 percent of units in the city. Senate staff note that the 15-year roof statute does not apply to mobile home policies, so ask your insurer what it requires for yours.
Florida rules
Roof age questions from insurers and the 4-point form
For a roof 15 years or older, Florida law lets you hire an authorized inspector at your own expense. If the report shows 5 or more years of useful life left, the insurer may not refuse or non-renew solely because of age.
The insurer must approve the inspector. That can be a licensed home inspector, a building code inspector, a roofing contractor or an engineer, among others. Before you hire anyone to come out, check with your insurance company that they will accept that contractor.
The roof section of the 4-point form records the covering, its age, remaining life, the last roofing permit, overall condition and any damage. Citizens asks for this form on properties over 20 years old. For roofs, its age lines are 25 years for shingle and 50 for hard roofs such as tile or metal, and older roofs need documented remaining life of at least five years.

What the inspector checks and the right time to book
The inspector looks for cracking, curling, heavy granule loss, exposed asphalt or felt, loose or missing tabs and soft decking. The inspector also looks for leaks in the attic and on ceilings, and takes photos of each slope.
Order one when you buy or sell, when your insurer sends a letter about roof age, or after a storm. Hurricane Ian in 2022 brought flooding near Lake Center and Runnymede Lake, and Osceola County recorded 3,200 residential structures affected or damaged. Water damage under shingles is not always visible from the ground.
A separate wind mitigation inspection covers items you cannot see from the yard: deck attachment, roof-to-wall connections and the sealed roof deck. St. Cloud states a 140 mph design wind speed for Risk Category II buildings. For the form, the address-specific wind speed comes from the ASCE 7-22 hazard tool.

Does my St. Cloud roof need an inspection after 15 years?
Not by city law, but your insurer may ask. Florida lets an insurer require proof of condition for a roof 15 years or older. If you order an inspection from an inspector the insurer approves and it shows 5 or more years of useful life, the insurer may not refuse or non-renew solely for age. Many St. Cloud homes date to around 2003, so some roofs are reaching that point. Check with your insurer or agent first.

Do mobile homes in St. Cloud follow the 15-year roof rule?
The 15-year roof rule in Fla. Stat. 627.7011(5) is written for homeowner's policies. An insurer may not refuse to issue or renew solely because a roof is under 15 years old. For a roof 15 years or older, the insurer must allow an authorized inspector to check it at the homeowner's expense, and it may not refuse or non-renew solely for age if the inspection shows 5 or more years of useful life left. Mobile homes are 6.4 percent of St. Cloud housing units, so ask your own insurer which roof proof it wants before you schedule anything.

How long is a wind mitigation inspection good for?
The current form, OIR-B1-1802 (Rev. 04/26), is valid for up to five years. That holds only if the structure has had no material changes and nothing on the form proves inaccurate. It records roof covering, deck attachment, roof-to-wall connections, the sealed roof deck and opening protection. Your insurer or agent can tell you how it applies discounts, which the state says cover only the hurricane-wind portion of a policy.

Who can sign a roof inspection form for an insurer?
It depends on the form. The Citizens roof inspection form must be signed by a general, residential, building or roofing contractor, a building code inspector, or a Florida-licensed home inspector, with photos of each slope. Under the 15-year rule the insurer must approve the inspector. In St. Cloud, where 19.5 percent of homes predate 1980, an older roof may draw that request. Confirm acceptance with your insurer before you pay.
