What a 2003 median build year means for your roof

A 2003 median means half the homes here are newer and half older, and 19.5 percent were built before 1980. Those oldest homes may be on a second or third roof. The 32.6 percent built since 2010 are still on young roofs. Check your own build year before assuming anything.

Age also matters to your insurer. Citizens requires proof of at least five years of remaining life for shingle roofs older than 25 years. Under Florida law, an insurer may not drop you solely for roof age if an inspection you pay for shows 5 or more years left. Check with your agent to see which rule governs your policy.

Permit, inspections and the rules a re-roof triggers

Roof permits here come from the City of St. Cloud Building Department, and the city's own permit page lists the design wind speed for ordinary homes at 140 mph. Osceola County's new permit exemption excludes any property partly or entirely in a flood hazard area, so confirm with the building office before skipping a permit. Kissimmee, by contrast, still requires notice even for exempt work.

If you hire a contractor, the Florida Building Code requires a Notice of Commencement to be recorded and posted before the first inspection. Leaving it out could leave you footing the bill for the same job twice. The permit also expires if work does not start within 6 months of issuance.

The 25% rule matters most on older St. Cloud roofs. If more than 25 percent of a roof section is repaired or replaced in 12 months, the whole section must be redone to current code. The exception: a roof built or replaced to the 2007 code or later only needs the repaired part to comply. With 32.6 percent of homes built since 2010, many owners here may qualify for that exception.

Replacement also reaches the deck. Florida's roofing scope includes required deck attachments and repair or replacement of wood sheathing found during the job. The code's new edition takes effect December 31, 2026, and applications filed on or after that date follow it.

There is an exception for roofs built or replaced to the 2007 Florida Building Code or later: only the repaired part must comply. Starting December 31, 2026, the Ninth Edition takes over, and any permit application filed on or after that date has to comply with it.
