Lockhart's 1984 median home and what it means for roofs
The median Lockhart home was built in 1984, ten years earlier than the countywide median of 1994. Only 4.0 percent of local housing units went up in 2010 or later, against 19.3 percent across Orange County. Newer construction is scarce here, so fewer roofs come with recent installation dates.
Because many roofs have been replaced since a house was built, the build year alone says little about how old the roof actually is. Still, with 37.6 percent of homes built before 1980, compared with 26.1 percent countywide, you cannot assume an original roof is gone. An inspector can read the covering and the permit history to settle it.
Mobile homes in Lockhart follow the HUD code, so check roof questions against that standard and not the Florida Building Code's building-era lines. Senate staff also note that the insurer 15-year roof rule does not apply to mobile home policies.

Insurer roof rules for Lockhart's older homes
Fla. Stat. 627.7011(5) bars an insurer from refusing or non-renewing a homeowner's policy solely on the basis that the roof is under 15 years old. Past the 15-year mark, you have the right to bring in an authorized inspector at your own cost. Should that inspector find 5 or more years of useful life remaining, the roof's age by itself cannot justify a refusal.
On the 4-point form, the roof section captures the covering material, the roof's age, its remaining useful life, the date of the most recent roofing permit, and any partial replacement. Damage such as curling, granule loss, soft decking and attic leaks is listed there as well. Citizens asks for a 4-point inspection on properties more than 20 years old, which describes many Lockhart houses given the 1984 median.

Do I need a roof inspection if my Lockhart roof is over 15 years old?

What does an inspector look at on my roof?
An inspector checks the covering, its age and remaining life, past permits, and damage such as cracking, curling, granule loss, soft decking and visible leaks. For wind mitigation forms, the inspector also checks attic items you cannot see, such as roof-deck nailing and roof-to-wall connectors, and takes photos. The state list includes licensed home inspectors, certified building code inspectors, licensed general, building, residential or roofing contractors, professional engineers and architects.
