Roof inspections in Westchester, FL

Almost a quarter of Westchester residents, 23 percent, are 65 or older, and most of them live under roofs that have been replaced at least once. A roof inspection tells you what is left in the one over your head. Florida law and insurer forms set the 15-year line.

Why Westchester roofs reach inspection age early

Westchester's median home was built in 1971, against 1980 for Miami-Dade County. That is nine years older. Of the housing units here, 74.7 percent went up before 1980, while the county figure is 49.6 percent.

That suggests many of these homes have been reroofed since they were built, and some of those roofs are likely past 15 years. Single-family detached homes make up 63.5 percent of the housing here, so most inspections are on individual houses, not condo buildings.

Owners occupy 65.2 percent of occupied homes, so most roofs here belong to the person who lives under them. That owner decides when to pay for an inspection.

Florida rules

What insurer forms ask about a roof 15 years or older

Florida's roof-age statute, Fla. Stat. 627.7011(5), bars an insurer from refusing or non-renewing a homeowner's policy solely over a roof under 15 years old. Once your roof reaches 15, you may hire an authorized inspector at your own expense. If that inspection shows 5 or more years of useful life left, age alone cannot be the reason to refuse you.

Citizens Property Insurance asks for a 4-point inspection on properties more than 20 years old. In Westchester, with that 1971 median build year, many homes may reach that line. The roof section records the covering material, roof age, remaining useful life, last permit date, and any damage such as soft decking or leaks.

Citizens also wants documentation of five years of remaining life for shingle roofs older than 25 years and for tile or metal roofs older than 50 years. Your own insurer's rules may differ, so ask your agent which form it wants.

Timing

When to order a roof inspection in Westchester

  • Before you buy: the seller's roof age and the insurer's form will shape your coverage options.
  • Before you sell: a written finding on remaining life answers a buyer's first question.
  • After an insurer letter about roof age: the 15-year rule lets you answer with your own inspector.
  • After a storm: Miami-Dade saw about 1,000 homes with major damage in Hurricane Irma, and the notice deadline for a new claim is 1 year from the date of loss.

Miami-Dade is one of the two counties in the High Velocity Hurricane Zone, so wind mitigation items matter here. A separate wind mitigation inspection uses form OIR-B1-1802, and it is valid for up to five years if nothing changes on the structure.

For roof work, permits come from Miami-Dade County Regulatory and Economic Resources, since Westchester is unincorporated. Confirm with that office whether your work needs one.

How old does a roof have to be before my insurer can ask about it?

The 15-year line is in Fla. Stat. 627.7011(5). A roof younger than 15 years is not, on its own, a legal reason for an insurer to turn down your policy. At 15 or older, you may have an authorized inspector check it at your expense. With 74.7 percent of Westchester homes built before 1980, many owners here will meet this question. Your insurer or agent can tell you what your policy requires.

Who counts as an authorized roof inspector in Florida?

The statute says the inspector must be accepted by your insurer and be one of the listed types: a licensed home inspector, a certified building code inspector, a licensed general, building or residential contractor or roofing contractor, an engineer, an architect, or anyone else the insurer recognizes. Ask your insurer first, because a report from someone it does not recognize may not be accepted. In Westchester, 65.2 percent of homes are owner-occupied, so the choice is usually yours.

What does a roof inspection look for on a Westchester home?

The inspector records covering type, age, remaining useful life, permit history and visible damage. Damage items include cracked or missing tabs or tiles, soft spots in decking, excess granule loss and leaks in the attic or on ceilings. A wind mitigation inspection adds attic items such as deck nailing and roof-to-wall connectors. With a 1971 median build year here, these checks matter on older homes.

The rules are the same for every owner, but timing matters. With 23 percent of residents 65 or older, many owners prefer to order an inspection before an insurer letter arrives. Fla.
