No. What an inspection does is document the condition, age and remaining life of the roof. It does not decide coverage, and a roofer may not advise on coverage unless licensed as a public adjuster. Talk to your insurer or agent about the policy. Florida also sets claim deadlines: notice within 1 year of the date of loss for a new claim. In Miami-Dade County, that matters after any hurricane.
