Housing age

How old are the roofs in Ocean Breeze?

Most of the housing here is new. The median year built is 2017, and 83.2 percent of units went up in 2010 or later. Across Martin County, only 7.4 percent of units date from 2010 or later. That suggests most Ocean Breeze roofs are well under 15 years old.

The older homes are the exception. Only 10.7 percent of homes here predate 1980, and those are the ones to look at first. A mobile home, which is 22.5 percent of housing units here, may be older or newer than its neighbors. Confirm the year of its roof, not just the year of the home.

Florida rules

Where the 15-year rule and the 4-point form apply

Florida's roof-age statute, 627.7011(5), protects a young roof first: an insurer cannot turn away a homeowner solely because the roof is under 15 years old. Once a roof reaches 15 years, you may hire an authorized inspector, at your cost, before the insurer acts on age. Five or more years of remaining life on that report blocks refusal or non-renewal based only on age.

The statute has limits. It covers homeowners' policies issued or renewed from July 1, 2022 forward, and Senate staff say it does not reach mobile home policies. Because 22.5 percent of Ocean Breeze units are mobile homes, ask your agent which rule governs your home.

The roof section of the 4-point form records the covering material, roof age, remaining useful life, last roofing permit, whether the roof was replaced in full or in part, overall condition and the damage list. Citizens asks for that form on properties past 20 years of age, which in Ocean Breeze means the small share built before 1980.

An inspector looks for cracking, curling, heavy granule loss, exposed felt, loose or missing tabs and tiles, soft decking and visible leaks in the attic or on ceilings. A wind mitigation inspection adds attic items you cannot see from the ground: deck nailing, roof-to-wall connectors and any sealed roof deck.

  • Buying or selling a home, so the roof's age and condition are on paper.
  • An insurer letter that raises the roof's age.
  • After a storm. Stuart's airport station recorded a 53-knot gust in Hurricane Matthew in 2016.
  • A seasonal home that sat closed. 11.5 percent of units here are seasonal or occasional-use.

What is the 15 year roof rule in Florida?

Under Fla. Stat. 627.7011(5), an insurer may not refuse to issue or renew a policy solely because the roof is under 15 years old. Once your roof reaches 15 years of age or more, you can have an authorized inspector examine it at your own cost, and the insurer has to accept that. Age alone cannot be the insurer's reason to decline or non-renew when the inspection finds 5 or more years of useful life remaining. Ask your agent how it applies to your policy.

Who counts as an authorized inspector for my roof?

The inspector must have your insurer's sign-off and fit one of the listed types: a licensed home inspector, a certified building code inspector, a licensed general, building or residential contractor, a roofing contractor, a professional engineer or an architect. Does Citizens require proof of roof life in Ocean Breeze?

Citizens requires documentation of at least five years of remaining useful life for roofs older than 25 years if soft, such as shingle, or 50 years if hard, such as tile, slate or metal. A 4-point inspection is also required for any property over 20 years old. With 22.5 percent of Ocean Breeze units being mobile homes, ask your agent about the mobile home rules.

How long is a wind mitigation inspection good for?

The current form, OIR-B1-1802 (Rev. 04/26), is valid for up to five years if no material changes are made to the structure and no inaccuracies are found on the form. Martin County is outside the High Velocity Hurricane Zone, so the form sorts a home by design wind speed region. Ask your insurer or agent how it applies to your discount.
