Code edition and timing for Ocean Breeze roof permits
The Eighth Edition of the Florida Building Code has governed permits since late 2023. The Ninth Edition, dated 2026, takes over at the turn of 2027. Filing dates decide which edition applies, so a roof permitted in Ocean Breeze this year follows the older text even if installation runs into next year.
Martin County sits outside the High-Velocity Hurricane Zone, which takes in only the two southeast Florida counties to the south. That keeps the 1/4:12 minimum deck slope and other HVHZ low-slope demands off a typical Ocean Breeze roof. Confirm your classification with the Town of Ocean Breeze building office before you finalize the design.
Install and inspect
Nails, underlayment and the inspection sequence
Roof sheathing has to be fastened with ring shank nails. The code names ASTM F1667 RSRS-03 nails, 2 1/2 inches long, for most sheathing. RSRS-01 or RSRS-04 may be used where sheathing is 15/32 inch or thinner. That fastening is the first thing an inspector checks after framing.
- Foundation inspection first, then framing with the roof trusses and bracing in place.
- Sheathing inspection, either combined with the dry-in or requested after all deck fasteners are complete.
- A roofing visit that looks at dry-in, insulation, the roof covering and flashing.
- Final inspection after the roof work is complete.
Before the roofing visit, the underlayment must meet one of three dry-in options: a full self-adhering membrane, membrane strips over deck joints with an approved underlayment, or two layers of felt-type underlayment nailed at set spacing. Shingle roofs also need drip edge at the eaves and gables, fastened at 12 inches on center, or 4 inches on center where wind speeds are 110 mph or more.

Product approval, permit paperwork and who installs the roof
Statewide product approval applies to roofing products here. Look up the product approval number through the Florida Building Commission search before you buy, and keep the number with the permit file. Check which products the Town of Ocean Breeze accepts on its building and permitting page.
Under Florida Statute 489.113(3), tile, metal and membrane roofs must go to a certified or registered roofing contractor. Builders in town may self-perform asphalt shingles only when the house is their own project. Ask the contractor to show the roofing certification or registration before work starts. Recording the Notice of Commencement and posting it at the site has to happen before the first inspection.

The filing date of your permit package decides it. Packages for Ocean Breeze roofs filed before December 31, 2026 fall under the Eighth Edition, which took effect at the end of 2023. Anything filed on or after December 31, 2026 follows the Ninth Edition. Ask the Town of Ocean Breeze building office to confirm the edition for your project.

Does Ocean Breeze fall under the High-Velocity Hurricane Zone rules?

Who can install a new roof on a home I am building in Ocean Breeze?
Under Florida law, roofing work goes to a subcontractor unless the builder holds its own roofing certificate or registration. The one exception is asphalt or fiberglass shingles on a new building the builder is constructing itself. When is the roof sheathing inspection done on a new Ocean Breeze home?
Sheathing is inspected after framing and before the roofing visit. In Ocean Breeze, where the median home was built in 2017, inspectors see many new roofs on similar framing. The contractor can ask for the sheathing check on its own or fold it into the dry-in inspection once every roof and wall sheet and its fasteners are in place.

Do new roofs in Ocean Breeze need gutters and downspouts?
Short eaves trigger the rule. If the eave projects less than 6 inches, the building needs a gutter and downspout, with exceptions at gable end rakes and on a roof above another roof. Martin County had 843 single-family units permitted in 2025, so many new roofs will meet this test. Every downspout has to empty at a point no less than 1 foot away from the sidewall.
