Martin County has taken wind and water from Hurricane Matthew in 2016, Irma in 2017 and Isaias in 2020. Isaias brought 42 kt sustained wind to Stuart Beach. Irma pushed 1 to 3 feet of surge above ground along the coast. The hurricane season on Florida's coast starts June 1 and ends November 30.
FEMA field teams found that damaged roof covering is a primary path for water to enter a house. Leaks follow the places the code requires flashing: wall and roof intersections, slope changes and roof openings. Check those spots first after a blow.
After that, look at the ridge vents and soffits, which tend to fail next. FEMA documented a house whose ceilings collapsed though the only roof damage was lost ridge shingles and ridge vent. Soffits have historically performed poorly, and lost soffit often means heavy water intrusion.

The 25 percent rule and how it decides between repairing and replacing
Under Florida's code, patching cannot exceed 25 percent of a roof or roof section within any 12-month period. Once repairs go beyond that, the entire roof or section has to be redone. That line separates repair from replacement.
The exception matters in Ocean Breeze, where 83.2 percent of housing units were built in 2010 or later. A roof itself built, repaired or replaced under the 2007 Florida Building Code or later only needs the repaired part to meet current code. A homeowner should confirm which edition the roof was built under, because home age alone does not prove it.
Mobile homes follow the HUD code, so the Florida Building Code's repair limits are not the rule for them. Whether a small repair needs a permit is the building official's call, so confirm with the Town of Ocean Breeze Building & Permitting office before work starts.

- Look from the ground for missing or curled shingles, lost ridge cap and loose vent covers.
- Check the attic and ceilings for visible leaks, and photograph them.
- Tarp only what you can reach safely from the ground or a ladder.
- Report any loss to your insurer. The deadline for a new claim is 1 year from the date of loss.

What is the 15 year roof rule in Florida?
Fla. Stat. 627.7011(5) is the source of Florida's 15 year roof rule. For a roof 15 years old or older, the insurer must allow the homeowner to have an authorized inspector check it at the homeowner's expense before requiring the roof to be replaced. If the inspection shows 5 or more years of useful life remaining, the insurer may not refuse or non-renew coverage solely because of the roof's age. When an insurer approves an inspector, that person counts as authorized, and the list can include a licensed home inspector, roofing contractor, engineer or architect. In Ocean Breeze, the median home was built in 2017, but each roof has its own age and history.

Does Ocean Breeze fall in the High Velocity Hurricane Zone?
No. The High Velocity Hurricane Zone covers only Miami-Dade and Broward, so Martin County falls outside it. Roof work here follows the standard Florida Building Code. The code still sets wind design requirements by address, using ASCE 7-22 wind speed maps to sort a home into a wind region.
