Underlayment, decking and drip edge rules

Shingle, metal and similar roofs have three approved ways to dry in the deck. The first layer is a fully adhered, polymer-modified bitumen underlayment. Another is a 3 3/4-inch membrane strip over every deck joint, then an approved underlayment across the roof. The third is two layers of felt-type underlayment fastened with ring or deformed shank cap nails. Your contractor picks one of these options for the permit.

At eaves and gables, drip edge must be fastened at most 12 inches on center. That spacing drops to 4 inches on center where design wind speed is 110 mph or more, or where mean roof height exceeds 33 feet.

  • Tile should go down only on solid sheathing, barring test results that show another approach works.
  • Roof sheathing nails must meet the ASTM F1667 RSRS standard named in the code.
  • Gutters are required on eaves under 6 inches, and downspouts must discharge at least 1 foot from the sidewall.

Product approval and who can do the work

Roofing is a statewide-approval product category, so the product approval number belongs on the permit. You can check a product on the Florida Building Commission approval search by its FL number or manufacturer. Martin County is outside the High-Velocity Hurricane Zone, which covers only Miami-Dade and Broward counties, so the Miami-Dade Notice of Acceptance wording does not set your local rule.

A general contractor may install asphalt shingles only on a new building it is constructing itself. Hire a roofing contractor who holds a certification or registration to work on tile, metal, or membrane roofs. Check the license status of any roofer on the state licensing lookup before work starts.

Does a new roof in Jensen Beach need to follow the latest Florida code?

It depends on the permit date. The Ninth Edition of the Florida Building Code applies to every permit submitted December 31, 2026 or later. Permits filed before that date fall under the edition in effect when they were filed. Martin County is not in the High-Velocity Hurricane Zone, so the standard residential roofing rules apply. Is there a builder warranty on a new home roof in Jensen Beach?

Florida law requires builders to warrant newly built homes for one year against construction defects that violate the building code. The one-year period starts at the first of original title conveyance or initial occupancy. Coverage does not extend to routine wear, settling, defects caused by the owner, or natural disasters under this statute. Jensen Beach has a fairly established housing stock, with the typical home dating to around 1982, so buyers of older roofs should not assume the same protection applies. Can a private provider inspect a new roof in Jensen Beach?

Yes. Under Florida law, the fee owner or the owner's contractor with written authorization may choose a private provider for plans review or building code inspection. A private provider has to hold a license as a building code administrator, or be an engineer or architect.
