The 15-year line in a young community

Florida law keeps insurers from refusing or non-renewing a homeowner's policy solely because the roof is under 15 years old. For a home built in 2010 or 2011 with its original roof, that protection has ended or is ending now. From 15 years on, you can have the roof inspected at your own cost, and 5 or more years of useful life left means age alone cannot end the policy.

Owners occupy 80% of the community's occupied homes. Since October 1, 2023, Florida has required each insurer to describe its hurricane mitigation discounts on its website.

Wind mitigation

What the wind mitigation form records on a newer house

The current form is OIR-B1-1802, Rev. 04/26, in effect since April 1, 2026. Its first question is the building code era, with separate answers for the 2001 and 2004 codes and for the 2007 code and later. The 2007 code took effect March 1, 2009, so most Lakewood Ranch homes, built mainly after 2010, fall in the later group.

After that, the form asks about:

  • The wind region for the address, from the ASCE 7-22 hazard tool.
  • Roof slope and shape; a hip roof qualifies if other features make up no more than 10% of the perimeter.
  • How the roof deck is attached, graded by nail type and spacing.
  • The weakest roof-to-wall connection, from toenails up to double wraps.
  • Whether the deck is sealed as a secondary water barrier, and how windows and doors are protected.

A completed form is valid for up to five years if nothing material changes. Insurers must accept it from home inspectors with hurricane mitigation training, building code inspectors, general, building or residential contractors, engineers and architects.

Citizens

If Citizens writes your policy

Citizens asks for a 4-point inspection on owner, dwelling and mobile home applications once a property is more than 20 years old, which today means homes built before about 2006. Here that is mostly the 9.8% built before 2000 and the early-2000s neighborhoods. Citizens also wants proof of five more useful years from shingle roofs older than 25; Summerfield, finished in 1995, has original roofs past that line.

What can fail a roof inspection in Lakewood Ranch?

An inspector records damage, not just age. The items Florida's largest insurer lists are cracking, cupping or curling, heavy granule loss, exposed asphalt or felt, missing or loose tabs or tiles, soft spots in the deck, hail marks and leaks in the attic or ceilings. For a roof 15 or older, the test under state law is whether at least 5 years of useful life remain. With 68.4% of homes here built since 2010, damage is a more common problem than age.

Can a wind mitigation inspection lower insurance on a Lakewood Ranch home?

It can document features that qualify for discounts, but each insurer sets the amounts. Florida requires insurers to offer discounts, credits or deductible reductions for proven wind-loss features, and the state's consumer notice says those discounts apply only to the hurricane-wind portion of a policy and are not added together. Securing the roof and protecting windows are, in the notice's words, the two most cost-effective measures. With 80% of homes here owner-occupied, the form is worth having on file.

When does a roof's age start counting for Florida insurance?

From the last date on which 100% of the roof's surface was built or replaced. A partial replacement starts the clock only once later work brings the replaced area to 100%, and then the count runs from the first partial date. For most Lakewood Ranch homes, built in 2014 or later at the median, that date is still the year the house was finished. Keep your roofing permit and final inspection record; they are the plainest proof of the date.
