Which code edition applies to a Holmes Beach roof filed now

The 2023 Florida Building Code, Eighth Edition, took effect December 31, 2023, and it governs permits filed now in Holmes Beach. Florida's Ninth Edition goes into force on December 31, 2026. Any permit application submitted on or after that date must comply with the new edition, so a roof planned for next year should be checked against it before drawings are finished.

Holmes Beach permits are issued by the City of Holmes Beach Building Department, which is the office that will check your roof plans and schedule its inspections. Ask the department which edition it is applying to your filing before you sign a contract.

Underlayment, drip edge and fastening on a new roof

Shingle and metal roofs can meet the code's deck-drying requirement in any of three ways. You can cover the whole deck with self-adhering polymer-modified bitumen, tape each deck joint with a 3 3/4-inch membrane strip before an approved underlayment, or install two layers of felt-type underlayment fastened 12 inches on center in the field and 6 inches at laps.

Install drip edge along the eaves and gables, placed on top of the underlayment. It is fastened no more than 12 inches on center, and tighter at 4 inches where the design wind speed is 110 mph or more or the mean roof height exceeds 33 feet. Roof sheathing is nailed with ring-shank nails, and tile goes only over solid sheathing.

The code lists the inspections in order: framing after the roof, framing and bracing are in place, then sheathing, then roofing for dry-in, insulation, roof coverings and flashing, and finally the final inspection. Sheathing may be inspected as part of a dry-in inspection or separately once all roof sheathing and fasteners are complete. Schedule the roofing crew to finish before the roof inspection is called.

A permit lapses if work hasn't begun within 6 months of issuance, or if work halts for a 6-month stretch. Work keeps its active status only while a passed inspection occurs at least once every 180 days. Plan the roof so the job keeps moving between inspections.

Who may install the roof depends on the material. A general contractor may self-perform asphalt shingles on its own new building, but tile, metal and membrane work goes to a certified or registered roofing contractor. Ask for that certificate number before work begins.

What is the new law in Florida about roofs?

The state's builder warranty rule is the newest one that touches new homes. Under Fla. Stat. 553.837, which took effect July 1, 2025, a builder must warrant a newly constructed home for one year against defects in equipment, material or workmanship that violate the Florida Building Code. Coverage excludes normal wear, settling, owner-caused defects and natural disasters. Holmes Beach homes built from 2010 onward make up 6 percent of the housing stock, so most roofs here are not new. Read the builder's written terms and check the dates against your closing or occupancy.

Do new Holmes Beach roofs need gutters?

Holmes Beach roofs with short eaves need gutters. A building with eaves under 6 inches needs gutters and downspouts, except at gable end rakes or where one roof sits above another. The downspouts must send water at least 1 foot off the wall through buried pipe, tail extensions or splash blocks. Confirm your eave depth on the plans with the Holmes Beach Building Department before framing begins.

Does a new roof in Holmes Beach need a private inspector?

You may choose a private provider for plans review or building code inspection, but you are not required to. Under Fla. Stat. 553.791(2)(a), the fee owner, or the contractor with written authorization, can make that choice at any time. Private providers have to be a licensed building code administrator, an engineer, or an architect. The City of Holmes Beach Building Department still issues the permit either way, so ask it how it handles private provider inspections on your job.
