Where roofs fail in Gulf storms

Water usually gets in at the edges of a roof, not the middle of a shingle field. Leaks follow the spots where the code requires flashing: wall and roof joints, changes of slope, and openings such as vent pipes and chimneys.

Ridge vents are another weak point. When a storm tears one off, it leaves a long opening in the deck. FEMA found a house whose ceilings collapsed though the only visible damage was lost ridge shingles and ridge vent.

In hurricanes, soffits tend to fail, and when one does, a good deal of water can get in. The median year built for Holmes Beach homes is a fact about the houses, not their roofs, and a roof falls under the 2007 exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009.

Deciding between repair and replacement: the 25 percent rule

Florida code limits repairs to 25 percent of a roof or roof section within any 12-month window. Once repairs go beyond that, you have to replace or recover the whole roof or the affected section. Repair is defined as renewing part of a roof to maintain it.

There is one exception. Should the current roof have been built, repaired or replaced under the 2007 Florida Building Code or a later edition, just the repaired portion has to meet today's code. Cities cannot change that exception by ordinance.

The building official decides whether a minor repair requires a permit. Holmes Beach has its own Building Department, so ask it before work starts. It also lists elevation certificate and recertification services, which matter on an island with 12.2 percent of its area in water.

  • Stay off a wet or damaged roof. Look from the ground for missing tabs, exposed felt or lifted ridge vent.
  • Check ceilings and the attic for stains or daylight, which signal leaks.
  • Photograph everything before a tarp or repair covers it up.
  • Ask the Building Department whether your repair needs a permit.

Florida bars roofing contractors from offering anything of value for an inspection or claim, or advising on what your policy covers. Bring coverage questions to your insurer or agent. Claim notice deadlines are strict: 1 year for a new claim.

What is the 25% roofing rule in Florida?

You may not repair, replace or recover more than 25 percent of a roof or roof section in any 12-month period unless the whole roof or section is replaced or recovered. You get an exception if the existing roof was built, repaired or replaced to the 2007 Florida Building Code or a later version. In that case, today's code applies only to the repaired portion. Does my insurer have to let me inspect an older roof?

For a roof 15 years or older, Florida law says the insurer must allow you to have an authorized inspector check it, at your expense, before requiring replacement. Age alone cannot be the sole reason it refuses or non-renews, provided the inspection finds 5 or more years of useful life remaining. With 91.1 percent of Holmes Beach homes built before 2000, many owners may meet this. Ask your insurer or agent.

When does hurricane season peak?

The Atlantic season runs June 1 to November 30, and the peak is September 10. Storms cluster mostly in the stretch from mid-August to mid-October. Holmes Beach felt Helene in 2024, and Manatee County saw Hurricane Ian flooding in 2022, so repairs to flashing, vents and ridge are best done before that window.
