What is the 25% roof rule in Florida?

Whenever more than 25 percent of a roof section gets repaired or replaced within any 12-month period, you must replace or recover that entire section. The exception covers a roof built, repaired or replaced under the 2007 Florida Building Code or later; then only the repaired part must meet current code. Can a roofer tell me what my policy covers?
