Roof age

How old Riverview roofs are and why 15 years matters

Census figures put the typical Riverview house at 2006, with a margin of two years either way. By our arithmetic, a 2006 roof reached 15 years of age around 2021. Another 7.3 percent of homes predate 1980, and those may be on a second or third roof.

Florida law sets the 15-year line for insurers. A company may not refuse or non-renew a homeowner policy solely because a roof is under 15 years old. For an older roof, the insurer must let you hire an authorized inspector at your own expense before it demands a replacement.

If that inspection shows 5 or more years of useful life left, the insurer may not refuse or non-renew solely for age. Roofing contractors, licensed home inspectors, engineers and architects can qualify, if the insurer approves them. Get the insurer's approval of your inspector in writing before the visit.

What a roof inspection actually checks

An inspection for an insurer follows the forms. The roof section of the 4-point form records the covering, roof age, remaining useful life, date of the last roofing permit, and whether any replacement was full or partial. It also records overall condition and a damage list.

  • Cracked, cupped or curling shingles
  • Granules worn off, leaving bare asphalt or felt
  • Missing, loose or cracked tabs or tiles
  • Soft spots in the decking
  • Stains or leaks on attic decking and ceilings below

Citizens asks for a 4-point report on homes older than 20 years, and for proof of five years of remaining life on shingle roofs past 25 years. Mobile homes make up 8.2 percent of Riverview housing units, and Senate staff note that the 15-year statute does not apply to mobile home policies.

When to order a roof inspection in Riverview

Order one before you buy or sell, when an insurer sends a roof-age letter, or after a storm. Hillsborough County hurricanes Hermine in 2016, Irma in 2017 and Eta in 2020 each brought wind or flooding rain to the Tampa Bay area. Eta dropped up to 10.64 inches near Sun City Center.

Three in four occupied homes here are owner-occupied, so most inspection decisions are yours to make. Roof work in this unincorporated area is permitted by the Hillsborough County building office, so confirm permit history with them.

Wind mitigation is a separate inspection on form OIR-B1-1802, good for up to five years if nothing material changes. It records items you cannot see from the ground, such as deck attachment and roof-to-wall connections.

Who can inspect my roof for my insurer?

The insurer must approve the inspector. Florida's list includes licensed home inspectors, building code inspectors, roofing and general contractors, professional engineers and architects. Citizens' roof form must be signed by a contractor, building code inspector or Florida-licensed home inspector, with photos of each slope. Can a roofer tell me if my policy covers roof damage?

No. Under Florida Statute 489.147, a roofing contractor may not advise on coverage or adjust a claim unless licensed as a public adjuster. Contractors also may not offer anything of value for an inspection or a claim. After a storm like Eta in 2020, which brought up to 10.64 inches of rain near Sun City Center, call your insurer or agent about coverage. A roofer can tell you what condition the roof is in.

Do mobile homes in Riverview follow the 15-year roof rule?

Under Florida Statute 627.7011(5), an insurer may not refuse to issue or renew a homeowner's policy solely because the roof is under 15 years old. Once a roof reaches 15 years of age, you have the right to request an inspection by an authorized inspector, and you pay for it yourself, while the insurer has to allow that visit. If the inspection finds at least 5 years of useful life remaining, the insurer cannot turn down your coverage or decline to renew it simply because the roof is old. According to Senate staff, mobile home policies fall outside the reach of this section. Riverview has a mobile home share of 8.2 percent of housing units, so this affects a real slice of homeowners. Ask your insurer which roof standard applies to your policy.
