New construction roofing in Sun City Center, FL

Nearly three in ten homes in Sun City Center, 29.3 percent, were built in 2010 or later, so many roofs here are still new. If you are building or buying a newer home, the roof must pass its own permit, deck and inspection steps. Those steps follow the Florida Building Code.

Which code edition applies to a new roof here

The 2023 Florida Building Code, Eighth Edition, is the edition in force now for permits in Sun City Center. Plans filed late in 2026 may fall under the Ninth Edition instead. If your builder files close to that date, ask which edition the plans reference.

Because this place is unincorporated, the Hillsborough County building office issues the roof permit, not a city. Your plans and the permit card should show the county as the issuing authority, and that office can confirm the current edition for your address.

What gets inspected

Deck, underlayment and inspections for a new roof

Roof sheathing must be fastened with ring shank nails of the specified type, and the dry-in must be done one of three approved ways before the roof covering goes on. The sheathing inspection can be part of the dry-in inspection or requested separately after all roof and wall sheathing and fasteners are complete.

Shingle drip edge must be nailed at eaves and gables at 12 inches on center, or 4 inches on center where wind speeds or roof height are higher. Downspouts on a home with eaves under 6 inches must discharge at least 1 foot from the wall.

A county permit becomes invalid if work does not start within 6 months of issuance, or if work stops for 6 months. Work stays active only while it passes an approved inspection within each 180-day window. If your build pauses for a roof delay, ask the county office where the permit stands.

Florida law allows the owner to hire a private provider for plan review or inspections instead of county staff, and the owner or a contractor with written authorization can make that choice. Ask your builder whether one is involved before the roof is scheduled.

What is the new law in Florida about roofs?

Florida law on new homes now includes a builder warranty for one year on defects of equipment, material or workmanship that violate the Florida Building Code. The rule applies to newly constructed homes conveyed after July 1, 2025. Coverage does not apply to ordinary aging, ground movement, damage the owner caused or events like hurricanes and floods. For a roof built in Sun City Center, ask your builder for the written terms and confirm how the one-year clock is counted with your closing or occupancy date.

Who issues roof permits in Sun City Center?

Does the new roof need a Notice of Commencement?

The Florida Building Code requires a recorded Notice of Commencement on many jobs, posted on site before the first inspection. The permit card warns owners that skipping it may mean paying twice for the improvements. In Sun City Center, where the county issues the permit and the first inspection comes early, ask your builder who will record the notice and when, so the roof inspection is not held up.

Can my builder put the roof on without a roofing subcontractor?

Under Florida law, a general or residential contractor generally must subcontract roofing to a certified or registered roofing contractor. Only the builder of a new structure may lay its own asphalt or fiberglass shingles. In Sun City Center, where 29.3 percent of homes are from 2010 or later, many builders will self-perform shingles. Tile and metal jobs still need a certified or registered roofer, so confirm that roofer's state certification or registration.
