Riverview grew from 71,050 people in the 2010 census to 107,396 in 2020. That is 36,346 more people in ten years. Unincorporated Riverview pulls roof permits from the Hillsborough County building office, so your plans go there.

Florida's Eighth Edition code, the 2023 book, has applied since December 31, 2023. Plans filed with the county on or after December 31, 2026 face the Ninth Edition instead. If your Riverview lot is not yet permitted, ask the county which edition will review your plans.

Roof build-up

Roof sheathing on a new home must be nailed with ring shank nails, 2 1/2 inches long, under the residential code. Before shingles or metal go on, the deck needs one of three dry-in methods. One is a self-adhering membrane over the whole deck. Another is a 3 3/4-inch strip or tape over every deck joint, then underlayment over the roof. The third is two layers of felt-type underlayment fastened with cap nails.

Metal drip edge sits above the underlayment along eaves and gables. Nails may be no more than 12 inches apart, or 4 inches apart where the design wind speed or roof height triggers the tighter rule. Tile must follow the manufacturer's instructions or the Florida high wind tile manual, and only over solid sheathing.

Roofing is a mandatory category for statewide product approval. Ask your builder for the approval number of each roofing product, and check it in the Florida Building Commission's public search. Hillsborough County is not in the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade, so a Miami-Dade Notice of Acceptance is not the standard proof here.

Inspections run foundation first, then framing, sheathing, exterior wall coverings, roofing and final. The sheathing inspection can be a separate visit or part of the dry-in inspection. The roofing inspection covers dry-in, insulation, roof coverings and flashing, so the crew should not close up anything before it passes.

A builder may install asphalt shingles itself on its own new building. Tile, metal and membrane work must go to a roofing contractor holding a state certificate or registration. Record the Notice of Commencement and post it on site before the first inspection, because the permit card warns that skipping it can mean paying twice.

Gutters with downspouts are required where eaves project less than 6 inches, and downspouts must discharge 1 foot from the wall. Many Riverview neighborhoods are planned communities, and one named source lists FishHawk Ranch with a development district fee. Check community review rules before you pick roof colors or materials.

What is the 25% roof rule in Florida?

The rule says no more than 25 percent of a roof section may be repaired, replaced or recovered in any 12-month period unless the whole roof section is replaced. An exception applies if the roof was built or replaced under the 2007 Florida Building Code or a later edition. For such roofs, current code binds the repaired portion alone. The median home in Riverview was built in 2006, but that says nothing about any one roof. A roof falls under the exception only if it was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009, so confirm the roof's work history with the Hillsborough County building office.

Which building code applies to a new roof in Riverview?

Permit applications filed before December 31, 2026 are reviewed under the 2023 Florida Building Code, Eighth Edition. Applications filed on or after that date must meet the Ninth Edition. Does a new Riverview home come with a builder warranty on the roof?

Since July 1, 2025, Florida law requires a builder to warrant a newly built home for 1 year against defects in equipment, material or workmanship that violate the Florida Building Code. Wear and tear, settling, defects the owner caused and natural disasters fall outside that coverage. With 38.4 percent of Riverview homes built since 2010, many owners will meet this rule when buying. Can I hire my own inspector instead of waiting on the county?

Often yes. Under Florida Statute 553.791, the fee owner, or the owner's contractor with written authorization, may use a private provider for plans review or code inspections. The provider must be a licensed code administrator, engineer or architect. Because Riverview permits come from the Hillsborough County building office, ask that office how it handles private provider paperwork for your permit.
